Description of the Defect : Field data indicates that an elevated number of motorcycles within the subject population may not have had the DOT 4 brake fluid flushed in accordance with
the 2-year maintenance cycle specified in the Owner’s Manual and Service Manual, possibly due to lack of owner awareness of the importance of regular flushes on their ABS-equipped bikes. Our testing indicates that if the DOT 4 brake fluid is not flushed for a prolonged period of time beyond the 2-year maintenance schedule, a braking issue may develop.

Specifically, over an extended period of time, the DOT 4 brake fluid, which is hygroscopic (i.e., it will absorb water from the atmosphere), may begin to gel, which can lead to the formation of deposits on the brake components.

If these deposits happen to form on the apply valve in the ABS Hydraulic Control Unit, the valve may stick.

Therefore, we are conducting this recall campaign to offer a one-time brake fluid flush on these motorcycles using a new fluid [H-D Platinum Label DOT 4 Brake Fluid] and to again reinforce the importance of regular brake fluid flushes.

As noted, this condition is associated with owner maintenance practices. Motorcycles that have had brake fluid flushes in accordance with specified maintenance cycle should not be affected by this condition. However, Harley-Davidson is including these motorcycles in the recall population to provide a brake fluid flush using the new H-D Platinum Label DOT 4 Brake Fluid.

Description of the Safety Risk : Failure to adhere to the specified brake fluid flush cycle may lead to this condition, which (if it remains undetected) may lead to a loss of brake
function on the affected wheel without notice, increasing the risk of a crash.

Description of the Cause : DOT 4 brake fluid not being flushed for a prolonged period of time beyond the 2-year maintenance schedule specified in the Owner’s Manual and Service
Manual, leading to the formation of gel and, eventually, deposits on certain brake components. If these deposits happen to form on the apply valve in the ABS Hydraulic Control Unit, the valve may stick.

Identification of Any Warning that can Occur :The front brake lever or rear brake pedal will feel “hard” and will not be able to be actuated right after startup or right after an ABS event.

Description of Remedy Program : Owners of affected motorcycles will be asked to arrange service with an authorized Harley-Davidson dealer, who will confirm that the motorcycle
is covered by this recall. If covered, the dealer will flush the entire brake system with a new fluid [H-D Platinum Label DOT 4 Brake Fluid] using Digital Tech II. Owners will also be reminded of the 2-year maintenance cycle specified in the Owner’s Manual.

As noted, this condition is associated with delayed or neglected brake fluid maintenance as specified in the Owner’s Manual. Harley-Davidson does not intend to reimburse owners under its Reimbursement Program for costs incurred related to prior brake fluid flushes. However, HarleyDavidson is offering the remedy fluid flush (using the new H-D Platinum Label DOT 4 Brake Fluid) free of charge to all motorcycles within the recall population, regardless of their maintenance history.

How Remedy Component Differs from Recalled Component :
The new DOT 4 brake fluid that will be used for the remedy flush [H-D Platinum Label DOT 4 Brake Fluid] has a different chemical formulation which has been shown in our testing to be less susceptible to the formation of gel and, ultimately, deposit formation inside the braking system. Owners will also be reminded of the 2-year maintenance cycle specified in the Owner’s Manual.
