On May 21, 2018, DFC Sheena Tirpak responded to a motor vehicle accident on Point Lookout Road in Callaway and made contact with the operator, Raymond Venson Rainwater, 38, of Lexington Park. Rainwater admitted to have been recently drinking and he was unable to satisfactorily complete field sobriety tests. Rainwater was put under arrest and placed in the backseat of the patrol vehicle. While sitting in the backseat, Rainwater slipped his handcuffs from behind his back to his front.

He was removed from the vehicle without incident by deputies who moved the handcuffs to behind his back. Rainwater then became upset with the length of time it was taking for Tirpak to complete paperwork and he removed his seatbelt and slipped his handcuffs to his front again. Cpl. Austin Schultz opened the patrol vehicle door and asked Rainwater to step out. Rainwater refused and pulled away from Schultz. Force was used by deputies to remove Rainwater from the vehicle and again move the handcuffs to his back.

Rainwater was transported to MedStar St. Mary’s Hospital and then to the St. Mary’s County Detention and Rehabilitation Center where he was processed and seen by a District Court Commissioner. CASE# 26804-18
