We are very pleased to announce Lt. William Edge (Community Services Section) and Lt. Don Stahl (Criminal Investigations Division) graduated from the Federal Bureau of Investigation (FBI) – Law Enforcement Executive Development Seminar (LEEDS) program!
Established in 1995, the Greater Chesapeake LEEDS is considered a Regional Command College through the FBI.

The LEEDS seminar is designed to assist in the development of law enforcement executives and top management personnel. Social, economic, legal, political, pragmatic and technological conditions continually reconstruct the framework within which law enforcement executives make decisions.
LEEDS enhances the knowledge of the law enforcement executive in this constantly growing and complex profession. Topics included in this year’s program are as follows:
- Leadership/Executive Management
- Media Relations
- Federal and Local Legal Issues
- Ethics
- Suicide Awareness

We also congratulate Lt. Mike Payne and A/Sgt. Jeff Wooddell from the La Plata Police Department, MD who graduated from this executive level training program as well!
In addition, Major Michael Almassy (Assistant Sheriff of Operations), Captain David Kelly (Executive Services), Captain Robert Kiesel (Special Operations Division), Captain Kevin Leahy (Training), Captain Charly Baker (Patrol North), Lt. Ben Voorhaar (Narcotics) and Lt. Louis “Chris” Schmidt (Homeland Security) completed the LEEDS re-trainer course which focused on anti-terrorism, active shooter case studies, and behavioral indicators of violent offenders among other classes. The CCSO is committed to continuous training to better serve Charles County.
