
A Waldorf man was arrested on charges of sexual solicitation of a minor following an investigation by the Maryland State Police Internet Crimes Against Children (ICAC) Task Force. The suspect, identified as Rafee Al-Mansur, 33, was taken into custody on Tuesday after authorities developed evidence suggesting his involvement in online communication with an individual he believed to be a 13-year-old girl.
Al-Mansur faces two counts of sexual solicitation of a minor. He was arrested at his residence in Charles County and subsequently transported to the Anne Arundel County Detention Center.
The investigation into Al-Mansur began in April 2024, when members of the ICAC Task Force uncovered evidence of an adult engaging in inappropriate communication with a minor through an online chat platform. The suspect was under the impression that he was interacting with a 13-year-old girl, according to law enforcement officials.
The Maryland State Police Computer Crimes Unit, which coordinates the ICAC Task Force, led the investigation. With assistance from Homeland Security Investigations, officers served a search warrant at Al-Mansur’s home in Waldorf, where he was arrested. The search and subsequent arrest were the culmination of weeks of investigation, during which time authorities gathered sufficient evidence to charge Al-Mansur.
