On the morning of September 26, 2024, a pedestrian was seriously injured in a motor vehicle accident in Chesapeake Beach, Maryland. Members of the Calvert County Sheriff’s Office Patrol Bureau responded to the scene at approximately 8:43 a.m. after receiving reports of a crash involving a pedestrian near Bayside Road and Bristol Drive.

Upon arrival, deputies discovered that the pedestrian, identified as Chloe Clagg, 20, of Chesapeake Beach, had sustained life-threatening injuries. Emergency personnel promptly transported Clagg to the Capital Region Shock Trauma Center, where she remains in serious condition.

The driver of the vehicle involved in the collision, a 2017 Toyota 4Runner, was identified as Steven O’Neill, 42, also of Chesapeake Beach. According to the preliminary investigation, O’Neill was traveling southbound on Bayside Road when Clagg reportedly ran into the travel lane. Despite O’Neill’s efforts, Clagg was struck by the vehicle.

Authorities called in the Calvert County Sheriff’s Office Crash Reconstruction Team to conduct a thorough investigation into the circumstances surrounding the incident. F/Sgt Thomas Phelps is leading the reconstruction efforts. At this time, no charges have been filed against O’Neill, and the investigation is ongoing.

The Sheriff’s Office has requested that any individuals who may have witnessed the crash or the moments leading up to it come forward to aid in the investigation. Those with relevant information are encouraged to contact F/Sgt Phelps directly at 410-535-2800 or via email at Thomas.Phelps@CalvertCountymd.gov.

Clagg’s parents, Carrie and Kyle Clagg, took to Facebook to provide an update on their daughter’s condition. In a post, they expressed gratitude for the outpouring of support they have received from the community and shared that Chloe remains in critical but stable condition. “We’re hoping for a quiet night tonight for Chloe. No changes from earlier except the doctors are impressed with her CT scans in comparison to yesterday’s. Pray that her skull pressure numbers stay below 20mmHg and she remains in the delicate but stable condition she is in right now,” the post read.

The Claggs also noted that Chloe is currently on a ventilator and is under heavy sedation to allow her brain to begin healing. “We appreciate everyone reaching out while we’re all at the hospital and offering to feed us, keep company, and help with the kids. It’s going to be impossible to thank you all individually so read it here—THANK YOU SO MUCH. You have no idea how much your prayers and well wishes mean to us and to Chloe,” the post continued.

The accident has shocked the local community, with many rallying around the Clagg family during this difficult time. Friends and neighbors have expressed their support through social media and have offered assistance to the family as they focus on Chloe’s recovery. As her condition continues to be monitored, the family remains hopeful for her progress.

The investigation remains active, with the Crash Reconstruction Team analyzing all factors that may have contributed to the crash. Additional updates are expected as the investigation progresses.
