The Maryland State Police Licensing Division has announced key updates to state laws governing security guards and their employers. Starting January 1, 2025, these changes will bring new licensing requirements and shift to an entirely electronic system.

Licensing Mandates for Employers and Guards

Under updated legislation, businesses employing security guards or loss prevention staff must license these workers, unless they qualify for an exemption outlined in Business Occupations and Professions Article §19-101(n). Employers will also be required to register as “Security Guard Employers” through the Maryland State Police Licensing Portal and provide proof of insurance during the process.

Full Transition to Online Applications

As part of the modernization initiative, the Licensing Division will transition all professional licensing applications to an online system beginning in 2025. Paper applications and manual fee payments will no longer be accepted. The Licensing Portal will process applications for a wide range of categories, including:

  • Security Guards and Agencies
  • Private Detectives and Agencies
  • Special Police
  • Security System Technicians and Agencies
  • Railroad Police
  • Bulletproof Body Armor

Applicants should note that checks and money orders will be replaced with electronic fee collection.

Deadlines for Paper Submissions

The final date to submit paper applications is Friday, December 27, 2024. These must be physically delivered to the Licensing Division at 1111 Reisterstown Road, Pikesville, MD. A secure mail drop will be available for those submitting in person.

Any paper applications received after this date will be returned with instructions for resubmission through the Licensing Portal.

The Maryland State Police Licensing Division is offering virtual training sessions to guide businesses and individuals through the new system. These sessions will cover online registration, proof of insurance submission, and application requirements under the updated law.
