INDIAN HEAD, Md. — Ashley Johnson, technical director of the Naval Surface Warfare Center Indian Head Division (NSWC IHD), received the Navy Distinguished Civilian Service Award during a ceremony on December 9, 2024. The award is the highest civilian honor granted by the Secretary of the Navy and recognizes extraordinary contributions to the Department of the Navy.

Johnson, who has served as NSWC IHD’s technical director since 2014, has led numerous initiatives to improve the safety, efficiency, and readiness of the Navy’s energetics capabilities. He spearheaded the Navy’s Energetics Comprehensive Modernization Plan, designed to overhaul the munitions manufacturing base to support wartime readiness.

The Navy Distinguished Civilian Service Award honors contributions that are highly significant or unusual enough to merit direct recognition from the Secretary of the Navy. Johnson’s leadership has been pivotal in establishing NSWC IHD as a critical component of the nation’s Munitions Industrial Base. His efforts include forming public-private partnerships that strengthen collaboration with industry and improve the Navy’s ability to deliver munitions to warfighters.

One of Johnson’s key achievements during his tenure was leading the development of the Navy’s first new underwater explosive in more than 30 years. He also oversaw upgrades to Indian Head’s infrastructure and facilities, some of which date back nearly a century. In addition, he established Indian Head University, which provides training in technical, business, and leadership skills to ensure workforce development and continuity of operations.

Johnson’s contributions have earned recognition across the Department of Defense, with the award citation emphasizing his impact on the energetics community and his alignment with the highest traditions of the Department of the Navy.

NSWC IHD, a field activity of the Naval Sea Systems Command, plays a vital role in supporting the Navy’s ordnance and energetics missions. The division focuses on research, development, testing, evaluation, manufacturing, and disposal of energetics, as well as solutions for explosive ordnance disposal (EOD). These efforts are critical in providing warfighters with the tools needed to address explosive threats and maintain readiness.
