ANNAPOLIS, MD — A constitutional amendment guaranteeing the right to reproductive freedom is now officially part of Maryland’s governing framework. Governor Wes Moore signed a proclamation on January 8, 2025, formalizing the amendment, which was approved by more than three-quarters of voters in the 2024 election.

The amendment, introduced by House Speaker Adrienne A. Jones and Senate President Bill Ferguson, cements the highest level of legal protection for abortion rights in the state. The signing ceremony was attended by top state officials, including Lieutenant Governor Aruna K. Miller, First Lady Dawn Moore, Comptroller Brooke E. Lierman, and the amendment’s legislative sponsors.

Governor Moore hailed the occasion as a reflection of Marylanders’ commitment to safeguarding personal autonomy. “This amendment ensures that future generations of Marylanders will retain the reproductive freedoms we value today, regardless of political changes,” Moore said.

Maryland’s addition of reproductive rights to its constitution follows extensive legislative efforts by the Moore administration to expand access to reproductive health care. Measures enacted in 2023 included stockpiling essential medications and increasing contraceptive care availability in underserved regions. The governor emphasized the state’s role as a leader in protecting these rights, particularly after the U.S. Supreme Court overturned Roe v. Wade.

First Lady Dawn Moore highlighted the collective effort behind the amendment’s passage. “Marylanders have made their voices heard,” she said. “This is about ensuring safe, equitable access to care now and in the future.”

Lieutenant Governor Aruna K. Miller praised the state’s decision, calling it a testament to Maryland’s values. “Protecting reproductive rights affirms our commitment to freedom and self-determination,” Miller said.

Legislative leaders echoed these sentiments. Senate President Ferguson called the amendment a necessary step for maintaining liberty and equality, while House Speaker Jones expressed pride in sponsoring the legislation. “We’ve sent a clear message: Maryland will continue to stand firm against efforts to restrict reproductive freedom,” Jones said.

Comptroller Brooke E. Lierman framed the amendment as a broader issue of human rights. “True freedom includes the right to control one’s own body,” she said. “This decision reflects the will of the people and ensures that women in Maryland retain autonomy over their health and futures.”
