Three suspects have been arrested in connection with a multi-state organized retail theft operation targeting luxury fragrances at Ulta stores and other retailers. Authorities say the thefts, spanning multiple jurisdictions from August 2024 to March 2025, resulted in an estimated $190,000 in losses.
The Anne Arundel County Police Department, working with the Fairfax County Police Department, Prince William County Police Department, Fairfax City Police Department, and Montgomery County Police Department, identified and dismantled the theft crew responsible for the crime spree.
Investigators say the suspects would enter businesses, steal high-end fragrances, and flee before police arrived. The thefts occurred in Maryland and Virginia, with multiple incidents reported in Anne Arundel County, Fairfax County, Prince William County, and Montgomery County.
Authorities identified several vehicles used in the thefts. On March 24, 2025, around 5:00 p.m., Fairfax County Police Department’s Auto Crimes Enforcement (ACE) detectives, assisted by their Real-Time Crime Center (RTCC), tracked a suspect vehicle to a parking garage at Annapolis Mall. Anne Arundel County Police officers responded and arrested three suspects at the scene.
Arrests Made
- Damari Darrell Cousar, 21, of Washington, D.C.: Charged with motor vehicle theft (Anne Arundel County), armed robbery (Montgomery County), grand larceny (Prince William County), grand larceny with intent to sell, and conspiracy to commit larceny (Fairfax County). He is being held at the Anne Arundel County – Jennifer Road Detention Center without bond, pending extradition to Fairfax County.
- Rasaan Carlos Washington, 28, of Washington, D.C.: Charged with motor vehicle theft (Anne Arundel County), felony destruction, grand larceny, and conspiracy to commit larceny (Montgomery County). He also had multiple outstanding failure-to-appear warrants. He is being held without bond at the Anne Arundel County – Jennifer Road Detention Center.
- A 17-year-old male suspect: Charged with rogue and vagabond, unlawful taking of a motor vehicle, and unlawful removal of a motor vehicle in Anne Arundel County.



Investigators believe the trio is responsible for multiple thefts across the region, including:
- Anne Arundel County: Thefts at Ulta Beauty locations in Annapolis, Pasadena, and Gambrills, totaling $107,000 in losses.
- Fairfax County: Thefts at locations in Bailey’s Crossroads, Tyson’s, and Springfield, resulting in tens of thousands of dollars in stolen merchandise.
- Prince William County: A theft in Manassas with a reported loss of $9,185.
- Montgomery County: A theft in Burtonsville amounted to $13,639 in stolen goods.
Authorities have recovered a stolen vehicle and other evidence linked to the crimes.
