PRINCE FREDERICK, Md. — The Calvert County Board of County Commissioners (BOCC) announced the appointment of Linda Turner as the new county administrator, effective July 1, 2025. Turner, who has served as deputy county administrator since October 2023, brings over 20 years of public administration experience to the role, with expertise in local government leadership, strategic management, and community engagement.
“Linda has demonstrated exceptional leadership and a deep commitment to public service,” said BOCC President Earl F. “Buddy” Hance. “We are confident in her ability to lead our county government with professionalism, vision and a focus on serving the needs of Calvert County residents.”
Turner expressed enthusiasm for her new role, stating, “I am honored to continue serving Calvert County in this new capacity. I look forward to building on the strong foundation already in place and working alongside the BOCC to meet the needs of our community while planning for a bright and sustainable future. I am committed to ensuring Calvert County remains a place where families thrive, businesses grow and employees feel supported in a positive and productive work environment.”
As county administrator, Turner will manage daily operations of county government, implement BOCC policies, and collaborate with department leaders to deliver high-quality public services. Her extensive background includes senior leadership roles in Prince George’s County, where she served as senior advisor to the deputy chief administrative officer for government operations, deputy director for policy, planning, and public affairs, and program director for the Transforming Neighborhoods Initiative (TNi).
Under her leadership, TNi received a National Association of Counties Achievement Award in the Human Services category for enhancing resident services. Turner also contributed to the senior leadership team at the Washington Suburban Sanitary Commission, the eighth-largest combined water and wastewater utility in the U.S. by population served, earning recognition for fostering collaboration and delivering community-focused results.
A Calvert County resident for over 40 years, Turner lives in Huntingtown and graduated from Northern High School. Both of her sons attended Calvert County Public Schools from elementary through high school. She holds a Bachelor of Science in business administration from the University of Maryland Global Campus and a certificate from the Executive Education Program at Harvard University’s John F. Kennedy School of Government.
Turner remains active in the community, serving as ex officio on the county’s Student Safety and Well Being Advisory Committee and Ann’s Circle, Inc., which supports Annmarie Sculpture Garden & Arts Center. Her volunteer work includes past service on boards for Christmas in April and her homeowners association, as well as teaching faith formation at her church.
Calvert County, with a population of approximately 92,000, operates under a five-member elected Board of County Commissioners. The county administrator role is critical in overseeing a workforce that delivers services ranging from public safety to infrastructure maintenance. Turner’s appointment follows a period of stable leadership, with her tenure as deputy county administrator providing continuity for ongoing initiatives. Her deep ties to the community and proven track record position her to address challenges such as growth management and sustainable development.
The BOCC expressed confidence in Turner’s ability to lead with a resident-focused approach, citing her collaborative style and strategic vision. Her leadership will guide Calvert County as it navigates fiscal planning, infrastructure improvements, and community engagement efforts in the coming years.
