CHARLES COUNTY, Md., June 2, 2025 — Charles County Acting Administrator Deborah Hall announced the appointment of Jacob Dyer as the Director of the Department of Fiscal and Administrative Services, effective immediately. Dyer, who has served as Acting Director since 2023, was selected following a competitive process, bringing over two decades of experience with the county government.

“I’m pleased to announce Jacob Dyer as the new Director of the Department of Fiscal and Administrative Services. Following an extremely competitive selection process, Jake emerged as the clear choice. With more than two decades of service in Charles County Government and a proven track record—including helping maintain our AAA bond rating for eight consecutive years—Jake brings strong leadership and deep expertise to this critical role,” Hall said.

Dyer began his career with Charles County in May 2002 as a budget analyst. He advanced to Chief of Budget in 2018 before assuming the role of Acting Director. In his current position, Dyer oversees the divisions of Budget, Accounting, Treasury, Purchasing, and Information Technology. His leadership has been pivotal in securing the county’s AAA bond rating from all three major bond rating agencies for eight consecutive years. Additionally, his efforts have contributed to the county earning multiple awards for budget and accounting presentations.

Dyer’s academic credentials include a Bachelor of Science degree from Frostburg State University, with a concentration in finance and a minor in Economics, and a Master of Science degree in Financial Management from the University of Maryland Global Campus. In 2021, he graduated from the Professional Development Academy’s National Association of Counties High Performance Leadership Academy. Dyer is an active member of the Maryland Government Finance Officers Association.

Beyond his departmental responsibilities, Dyer holds several leadership roles. He serves as chairman of the Length of Service Award Program board, which supports the county’s volunteer firefighters and rescue squad members. He is also the vice chairman of the Charles County Pension Plan and a voting member of the Sheriff’s Office Retirement Plan, the Sheriff’s Office Disability Review Board, and the Other Post Employment Benefit committee.

Dyer’s appointment comes as Charles County continues to prioritize fiscal stability and effective administration. His extensive experience and proven leadership are expected to strengthen the county’s financial management and support its ongoing commitment to excellence in public service.
