PATUXENT RIVER, Md. — Rear Adm. Todd Evans assumed command of the Naval Air Warfare Center Aircraft Division (NAWCAD) from Rear Adm. John Dougherty IV during a ceremony at Naval Air Station Patuxent River on June 11, 2025. Vice Adm. Carl Chebi, commander of Naval Air Systems Command, presided over the event, highlighting NAWCAD’s critical role in advancing naval aviation’s readiness and technical capabilities.
“The NAWCAD team is a driving force in advancing naval aviation’s readiness and technical superiority,” Chebi said. “Its relentless pursuit of innovation delivers a decisive edge for our warfighters, and I’m confident Rear Adm. Evans will sharpen that edge, building on Rear Adm. Dougherty’s leadership.”

Evans, a Colorado native and experienced MH-53E Sea Dragon pilot, brings extensive expertise as a rotary tester and acquisition program manager. He previously led Naval Sea Systems Command’s warfare centers, overseeing research, development, test, and evaluation for Navy surface ships and submarines. “We are in a great power competition, and the outcome of that competition depends on this team,” Evans said. “NAWCAD’s engineers, scientists, testers, and business professionals are the backbone of naval aviation, and it’s an honor to join them.”
Dougherty, who commanded NAWCAD since August 2022, reflected on his tenure. “NAWCAD’s strength lies in its people,” he said. “Their collective efforts have propelled advancements in global operations worldwide – our warfighters are safer, better trained, and a more formidable fighting force because of them.” A Pennsylvania native and decorated F/A-18C Hornet pilot, Dougherty managed key acquisition programs, including the Navy’s Next-Generation Air Dominance program.
NAWCAD, headquartered at Patuxent River, supports test, evaluation, research, development, and sustainment for all Navy and Marine Corps aviation platforms. Its military, civilian, and contract personnel operate test ranges, laboratories, and aircraft across major sites in St. Inigoes, Maryland; Lakehurst, New Jersey; and Orlando, Florida. The command’s work ensures naval aviation maintains a technological edge in an era of global competition.
The change of command marks a transition as NAWCAD continues its mission to deliver advanced capabilities to warfighters. Evans’ leadership is expected to build on Dougherty’s achievements, focusing on innovation and readiness. Based in Southern Maryland, NAWCAD remains a cornerstone of naval aviation, employing thousands and driving advancements critical to national security.
