PRINCE FREDERICK, Md., June 17, 2025 — The Calvert County Board of County Commissioners (BOCC) announced the passing of former County Administrator James Joseph “Joe” Allman, who died peacefully surrounded by family on June 11, 2025, at age 79. Allman, a dedicated public servant for over 30 years, served as Calvert County’s first director of Finance starting in 1974 and later as county administrator from 1999 until his retirement in 2005, guiding the county through significant growth with a focus on fiscal responsibility and community well-being.

Born on October 17, 1945, in Washington, D.C., to a large Irish Catholic family, Allman grew up on Capitol Hill before moving to Suitland, Maryland. A 1963 graduate of St. John’s College High School, he earned an accounting degree from Benjamin Franklin University. Drafted into the U.S. Army during the Vietnam War, he later worked as a budget analyst for the Veterans Administration. In 1970, he relocated to Huntingtown, Maryland, to breed thoroughbred horses, making it his home for 55 years.

Allman’s tenure in Calvert County began in 1974 as director of Finance, where he built a strong financial framework. As county administrator, he oversaw decades of development, ensuring prosperity while prioritizing service. “Joe was a pillar of our county government and a trusted leader,” said BOCC President Earl F. “Buddy” Hance. “His integrity and quiet strength left a lasting impression on those who worked alongside him. We are grateful for his many years of service and the legacy he leaves behind.”

After retiring in 2005, Allman returned to breeding thoroughbred horses, volunteered at St. John Vianney Catholic Church, and enjoyed his summer home on Virginia’s Eastern Shore. A devoted family man, he cherished time with his wife of 38 years, Ginny; his children Joe, Jennifer, Eric, Michael, and Andrew; stepchildren Marc and Lynn; and extended family, including 17 grandchildren, four great-grandchildren, and two great-great-grandchildren. He is also survived by siblings Dan, Bea, Mike, Tony, Margaret, and Mary, along with numerous relatives and friends.

Allman’s legacy reflects his Catholic faith, integrity, and commitment to public service. A public viewing will be held on Tuesday, June 17, 2025, from 10 to 11 a.m. at St. John Vianney Catholic Church, 105 Vianney Lane, Prince Frederick, followed by a funeral Mass at 11 a.m. In lieu of flowers, donations may be made to the church at the same address or by calling (410) 535-0223.

The BOCC extends condolences to the Allman family and invites the community to honor his memory. Allman’s leadership shaped Calvert County’s prosperity, and his generosity and faith will continue to inspire residents and colleagues.
