On August 1, 2025, Vice Adm. John “Doc” Dougherty, IV assumed command of the Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, marking a significant NAVAIR leadership transition. Dougherty succeeded Vice Adm. Carl Chebi, who retired after 38 years of distinguished naval service. The ceremony, held at NAVAIR’s headquarters in Southern Maryland, underscored the command’s critical role in advancing naval aviation for the fleet.

Under Chebi’s tenure, NAVAIR achieved historic readiness levels, identified over $3 billion in savings reinvested into aviation priorities, and delivered transformative capabilities for training and combat. “I’m incredibly proud of the NAVAIR team’s dedication to delivering the capabilities the fleet needs, when they need them,” Chebi said. His leadership strengthened NAVAIR’s support for Southern Maryland’s naval aviation community, ensuring operational readiness for missions critical to national defense. The NAVAIR leadership transition to Dougherty builds on this legacy, with a focus on sustaining and enhancing these achievements.

Dougherty, a Harrisburg, Pennsylvania native, brings extensive experience to the NAVAIR leadership transition. A 1995 United States Naval Academy graduate, he holds a Master of Business Administration and a Master of Systems Engineering from the Naval Postgraduate School. His career includes over 1,200 flight hours and 300 carrier landings as an F/A-18C Hornet pilot, followed by senior acquisition roles managing programs like Precision Strike Weapons, the F-35 Joint Strike Fighter, and the Navy’s Next Generation Air Dominance Program. Before this role, Dougherty served as commander of the Naval Air Warfare Center Aircraft Division and NAVAIR Chief Engineer, roles that honed his technical and acquisition expertise.

In his first address to NAVAIR’s workforce, Dougherty outlined a “fleet-first” approach for the NAVAIR leadership transition, emphasizing speed, precision, performance tracking, and trust to empower data-informed decisions. “It’s a privilege to lead this talented team as we continue advancing naval aviation capabilities and readiness,” Dougherty said. “Our success is measured by the fleet’s success, and that mindset will continue to drive our priorities moving forward.” His vision aligns with NAVAIR’s mission to deliver cutting-edge aviation solutions, directly impacting Southern Maryland’s economy and defense infrastructure.
