On September 15, 2025, Ray Bivens, Director of the St. Mary’s County Department of Recreation & Parks, will step into a prominent national role as Chair of the Commission for Accreditation of Park and Recreation Agencies (CAPRA) at the National Recreation and Park Association (NRPA) Annual Conference. This appointment marks a significant milestone for St. Mary’s County, showcasing its leadership in the field of parks and recreation on a national stage.
Bivens, a Certified Parks and Recreation Executive (CPRE) and one of only 125 Fellows in the American Academy for Park and Recreation Administration, brings a wealth of experience to the position. Having previously served as CAPRA’s Secretary and Chair-Elect, he is well-prepared to lead the 18-member board responsible for overseeing the only national accreditation program for park and recreation agencies in the United States. CAPRA accreditation is a rigorous process that evaluates agencies on management, operations, and community service, ensuring they meet the highest standards of excellence.

St. Mary’s County Recreation & Parks earned its CAPRA accreditation in September 2022, a distinction held by only about 2% of park agencies nationwide. The accreditation process involves a comprehensive review of an agency’s operations, including financial management, strategic planning, and community engagement, ensuring accountability and continuous improvement.
Bivens emphasized the importance of CAPRA’s mission. “CAPRA accreditation is the gold standard for recreation and park agencies, recognizing their commitment to community engagement, planning for the future, adoption of best practices, and data-driven decision making,” he said. “I am honored to be elected by my peers nationally to serve in this important role and look forward to helping the program grow and implementing the updated standards adopted just last month.”
The CAPRA Commission, formed by the NRPA in partnership with the American Academy for Park and Recreation Administration, plays a critical role in advancing the park and recreation field.
