A new study reveals that New Hampshire has the highest average employer-based health insurance coverage rate for women in the U.S.

The research by Florida-based personal injury lawyers Anidjar & Levine analyzed women’s employer-sponsored health insurance coverage between 2021 and 2023, sourced from the Kaiser Family Foundation (KFF). The average annual coverage rates per 1,000 women (2019–2023) were calculated to identify the top 10 states with the highest coverage levels.
New Hampshire has the highest average coverage rate of 406 per 1,000 women, about 16.67% above the national average of 348. Between 2021 and 2023, the Granite State had a women’s population of 698,793, with an average of 283,466 women covered by employer health insurance. Annual figures show 284,900 covered in 2021, 279,400 in 2022, and 286,100 in 2023.
Utah ranks second with an average coverage rate of 389 per 1,000 women, surpassing the national average of 348 by 11.78%. Over the same period (2021-2023), the Beehive State recorded a women’s population of 1,664,625, with an average of 647,867 women covered by employer insurance. The yearly breakdown shows 632,700 in 2021, 643,000 in 2022, and 667,900 in 2023.
Minnesota comes in third with an average coverage rate of 388 per 1,000 women, 11.49% above the national average of 348. The North Star State had a women’s population of 2,854,058 between 2021 and 2023, with an average of 1,107,933 women covered. Yearly figures include 1,107,400 in 2021, 1,097,400 in 2022, and 1,119,000 in 2023.
Looking at the study, a spokesperson at Anidjar & Levine commented,
“The data reveals that New Hampshire, Utah, and Minnesota lead the nation in employer-based health insurance coverage for women.
“Higher coverage rates can often reflect stronger labor market participation, greater access to jobs offering benefits, and state-specific economic conditions. These findings highlight the importance of workplace policies that promote equitable access to employer-sponsored health plans.
“Ensuring women have reliable health coverage through their employers supports better preventive care, long-term health outcomes, and financial stability for families.”
Ranked fourth, Wisconsin reported an average coverage rate of 386 per 1,000 women, 10.92% above the national average of 348. The Badger State recorded a women’s population of 2,941,991, with an average of 1,134,633 women covered between 2021 and 2023, which is 1,136,100 in 2021, 1,124,800 in 2022, and 1,143,000 in 2023.
New Jersey takes fifth place with an average coverage rate of 383 per 1,000 women, exceeding the national average of 348 by 10.06%. The Garden State’s women’s population between 2021 and 2023 was 4,706,086, with an average of 1,803,333 women covering 1,818,700 in 2021, 1,808,000 in 2022, and 1,783,300 in 2023.
Massachusetts (6th) has an average coverage rate of 382 per 1,000 women, followed by Maryland (7th) at 379, Colorado (8th) at 377.3, Illinois (9th) at 376.7, and Washington (10th) at 375.
