WALDORF, Md. — The Charles County Liquor Board approved several temporary alcohol licenses and corporate transfers during its January 2026 meeting, while reviewing proposed updates to its rules and regulations. The session, held in Waldorf, addressed fundraiser events, cooking classes, and license changes for establishments in Charles County and nearby areas.
The board granted a one-day Class C temporary alcohol beverage license to the Charles County Public Library Foundation for an April 17, 2026, fundraiser at the Waldorf West Library, 10405 O’Donnell Place, Waldorf, from 6:30 p.m. to 10 p.m. Shannon Bland, representing the foundation, testified that the adult-only event expects about 130 attendees. Alcohol will be served from a single temporary bar in the downstairs area, with ID checks and wristbands issued to those 21 and older. Proceeds will support library programs including story times, STEM education, the My Fresh Start shower program for the unhoused, and mobile outreach services.
The College of Southern Maryland received approval for three one-day Class C beer, wine, and liquor licenses for cooking classes at 27 Industrial Park Drive, Waldorf. Shonda Holt explained the events—scheduled for January 22, February 12, and April 30, 2026—each expect 14 participants aged 21 and older. Registration requires proof of age, instructors and assistants are TIPS certified, IDs are checked at the start, and students are limited to two glasses of wine served only by staff. The classes, offered for over 12 years, pair authentic Italian cuisine with wine.
Ivy and Pearls of Southern Maryland Community Charities Inc. secured a one-day Class C license for its “Jazz in the Park” fundraiser on May 19, 2026, from 2 p.m. to 5 p.m. at 100 Walter Thomas Road, Indian Head, with a rain date of May 17. President Christina Watkins said the event anticipates about 200 attendees, with wristbands for those 21 and older, ID checks at entry, and perimeter fencing to control access. Alcohol will be served inside the secured area by vendors, no coolers allowed, and advance ticket sales required. Charles County Sheriff’s Office officers will provide security. Approval was contingent on obtaining a special event permit from the county’s Planning and Growth Management Department.
Ducks Unlimited Charles County Chapter was approved for a one-day Class C license for a February 28, 2026, fundraiser at the Charles County Fairgrounds from 5 p.m. to 11 p.m., expecting around 350 people. Representative Louis Nader Jr. described the event as the chapter’s largest annual fundraiser supporting wildlife habitat conservation. Trained bartenders will card patrons, issue stamps to those 21 and older, and limit service to two drinks per person. Alcohol remains in a designated bar area. Charles County Sheriff’s Office will be on site, and the group provides its own security. Long guns will be displayed for auction through a licensed FFL dealer with no ammunition present and no immediate take-home.
The board approved multiple corporate transfers and license changes. Ganga Deep Surry was added as an officer to the Class D on- and off-sale license for LVOE Inc., trading as Riverboat on the Potomac, 301 Beach Terrace, Colonial Beach, Virginia. Hours were adjusted to Monday closed, Tuesday through Thursday 11 a.m. to 9 p.m., and Friday-Saturday 11 a.m. to 10 p.m.
Deepti Sharma Arora received approval to transfer the Class D license for Pisgah General Store, 5015 Poor House Road, Indian Head, to her LLC, trading as Pisgah Liquor & Deli, with the same address. No operational changes are planned. Arora, a former license holder at Lee’s Market in Indian Head for eight years, will be present at least four days per week and retain current staff where possible.
La Hacienda Two LLC, trading as La Hacienda at 22796 Old Washington Road, Waldorf, had its Class B-RB restaurant bar license transferred to add Fidel Valentino Castellanos while retaining Jonathan Edward Jennings. Hours were modified to Monday-Wednesday 2 p.m. to midnight, Thursday-Saturday 2 p.m. to 2 a.m., and Sunday 4 p.m. to midnight. Approval was contingent on the LLC returning to good standing with the state. A new TIPS-certified manager with eight years of experience will assist operations.
The board also heard proposed rule changes, including clarifying that recordings prevail over minutes under the Open Meetings Act, requiring state-issued ID with applications, and detailing renewal procedures with applications due by March 31 after forms are mailed February 28. A public hearing on the updates is scheduled for the February 12, 2026, meeting.
