BALTIMORE, Md. — The Maryland Office of the Attorney General’s Independent Investigations Division released its fourth annual report covering police-involved fatalities and serious injuries statewide from January 1, 2025, through December 31, 2025, detailing 21 new investigations opened in 2025 and providing a cumulative statistical overview of cases since the division’s inception in October 2021.

The IID, established by the Maryland General Assembly in spring 2021 as part of police accountability reforms, investigates all incidents involving state, county or local law enforcement officers that result in death or injuries likely to cause death. Since October 1, 2023, the division holds prosecutorial authority when the Attorney General finds sufficient grounds following an investigation.

The 2025 report examines 21 cases initiated that year, consistent with prior annual caseloads. During 2025, the IID completed and released 24 investigative reports where the Attorney General declined prosecution, including 14 from 2024 investigations and 10 from 2025 cases. Each report includes comprehensive factual findings and legal analysis.

Among Southern Maryland jurisdictions, the report includes several completed cases from prior years with prosecution decisions issued in 2025. In Charles County, the Charles County Sheriff’s Office investigated a fatal shooting on December 20, 2024, involving Jordan Proctor, 30; the IID completed its report and the Attorney General declined prosecution on September 9, 2025. Another Charles County case from December 3, 2024, involved a fatal vehicle crash with a juvenile male, involving the Sheriff’s Office and La Plata Police Department; the report was completed June 5, 2025, and declined June 11, 2025. A June 29, 2023, fatal vehicle pursuit in Charles County involving Dejuan Mitchell, 43, was declined March 22, 2024. An earlier January 20, 2022, fatal vehicle pursuit in Charles County involving Inga Person, 52, was declined June 9, 2022. In Calvert County, a November 16, 2024, fatal vehicle crash involving Justin Foreman, 36, with the Calvert County Sheriff’s Office was completed May 29, 2025, and declined June 11, 2025. A May 13, 2024, fatal vehicle pursuit in Anne Arundel and Calvert counties involving a juvenile female was declined February 11, 2025.

Active 2025 investigations in Southern Maryland include a December 12, 2025, fatal collision in Calvert County involving Servon Gatewood, 58, with the Calvert County Sheriff’s Office. No new fatal incidents involving Southern Maryland agencies appear in the 2025-initiated list beyond that case.

The report provides a detailed anatomy of the IID review process and analyzes the role of mental health in cases. It includes comprehensive statistics on all investigations from October 21, 2021, through December 31, 2025. Most completed cases resulted in declinations by the Attorney General or local state’s attorneys, with rare indictments or prosecutions noted in the full historical table.

Body-worn camera footage availability is noted in nearly all cases, supporting transparency in reviews. The report underscores the division’s mandate to ensure independent, thorough examinations of police-involved deaths across Maryland’s 24 jurisdictions.

Southern Maryland’s involvement remains limited relative to urban areas like Baltimore City and Prince George’s County, which dominate the caseload with multiple fatal shootings and in-custody deaths annually. The data reflect ongoing scrutiny of law enforcement interactions in the region, particularly vehicle pursuits and collisions that account for several Southern Maryland entries.
