St. Mary’s County Department of Emergency Services has named Ed Moreland as the new chief of its Emergency Medical Services Division.

Moreland, a nationally registered paramedic with more than three decades of experience, starts in the role following approval by county commissioners in March 2026. He brings leadership from nonprofit, for-profit, hospital-based and rural EMS systems, having served as paramedic, chief and executive director.

The department announced the appointment with excitement, stating that Moreland’s diverse background and leadership will strengthen the county’s growing EMS system. He most recently held executive positions overseeing daily operations, finances and intergovernmental coordination.

Moreland began his EMS career with his first volunteer call in 1990. His professional path includes progressive responsibilities across multiple service models, building expertise in both clinical care and high-level management.

Beyond operations, Moreland holds prominent roles in national EMS initiatives. He serves as president of the National EMS Memorial Bike Ride, which honors providers who have died in the line of duty. He is also vice president of the Code Green Campaign, focused on mental health and suicide prevention among EMS personnel. He is a fellow of the American College of Paramedic Executives and holds the Chief EMS Officer designation.

A veteran, Moreland served in the United States Marine Corps and the Pennsylvania Army National Guard. He and his wife, Marybeth, have three children, and he has expressed pride in his family as one of his greatest accomplishments.

County officials highlighted Moreland’s 20-plus years of management experience and his commitment to the profession. He has indicated eagerness to connect with local providers, partners and residents in St. Mary’s County.

The appointment comes as the Department of Emergency Services continues efforts to enhance EMS services in the Southern Maryland region, where rural geography and growing population demands require strong, experienced leadership.

Moreland’s arrival is expected to support ongoing initiatives in emergency response, provider wellness and system efficiency. Community members and EMS personnel are encouraged to help welcome him to the area.
