Charles County Commissioners held a brief meeting on Tuesday, April 14, 2026, in La Plata due to a lack of quorum that prevented full business from advancing.

Only two commissioners attended the morning session for proclamations. The board conducted one public hearing and approved several time-sensitive items before adjourning. Remaining agenda items were rescheduled for a future meeting.

Commissioners unanimously passed Bill 2026-02, which amends the Charles County Code to adjust compensation for members of the Animal Matters Hearing Board. The change follows a recommendation from the 2025 Charles County Compensation Commission.

The board approved five key items during the limited session.

First, commissioners authorized a budget transfer of 54,930 dollars to cover the cost of installing a water tap on Livingston Road and related equipment repairs.

Second, they approved a 6 million dollar budget transfer to purchase property in Waldorf. The site will be retrofitted into a satellite regional facility for the Department of Public Works.

Third, commissioners approved a 143,100 dollar budget transfer to fund a due diligence assessment and schematic conceptual design for a potential new County Circuit Courthouse facility.

Fourth, the board approved a letter of commitment to the U.S. Army Corps of Engineers supporting the issuance of a new permit for the Western Parkway Phase 3 project. The roadway extension aims to improve traffic flow and connectivity in the growing Waldorf area.

Fifth, commissioners approved amendments to the Charles County pension plan for Non-Public Safety Participants. The changes enhance the early retirement benefit to provide unreduced benefits when a participant has contributed to the plan for 31 years and reached age 56. The amendments also require continued employee contributions for Non-Public Safety Participants who work 31 years or more and permit employees to purchase service credit with a Maryland governmental employer under certain circumstances.

The meeting took place at the Charles County Government Building at 200 Baltimore Street in La Plata. Public comment was canceled due to the lack of quorum.

The pension adjustments align with recommendations from the 2025 Compensation Commission, which reviewed pay and benefits for various county boards and positions. The Animal Matters Hearing Board compensation update reflects efforts to ensure fair stipends for volunteer and appointed members handling local animal-related cases.

No additional details on the specific timing or locations for the rescheduled items were released during the April 14 session. Future meetings will address the full agenda once a quorum is present.

Southern Maryland residents in Charles County can monitor board activities through the official county website. The Board of County Commissioners typically meets on Tuesdays, with agendas and packets posted in advance.

This abbreviated session allowed critical maintenance, infrastructure, and personnel matters to move forward while postponing broader discussions. Charles County’s 2026 budget process and long-term capital planning continue amid ongoing regional growth pressures shared with neighboring St. Mary’s and Calvert counties.

The Western Parkway Phase 3 project has been in development for several years as part of efforts to provide relief to heavily traveled sections of Route 301. The new permit commitment keeps the transportation improvement on track for future construction phases.

The proposed courthouse study reflects planning for future judicial space needs as the county’s population and caseload expand. Officials have not set a timeline for actual construction.

Charles County government serves approximately 172,000 residents across 640 square miles. The Board of County Commissioners oversees a budget exceeding 600 million dollars annually, funding public safety, infrastructure, education support, and other essential services.
