ANNAPOLIS — Michael Boyce started as Gov. Wes Moore’s senior adviser for responsible artificial intelligence in late May. He is the second person to hold the position in state government.

Boyce previously worked at U.S. Digital Response, a nonprofit that assists local and state governments with technology improvements, including AI tools. Before that, he led the Department of Homeland Security’s AI Corps, which recruited 50 AI experts to apply the technology to immigration, law enforcement and disaster response efforts. He also contributed to AI policy development in President Joe Biden’s White House Office of Management and Budget.

Boyce began his federal career as a refugee officer for Homeland Security, determining eligibility for relocation to the United States. That experience led him to focus on technological improvements in government systems.

“At the federal government level, I really saw that a lot of the challenges that needed to be addressed were oftentimes in our technology systems,” Boyce said.

Moore’s administration has pursued AI partnerships, including a November agreement with Anthropic and Percepta to address child poverty, expand housing access and modernize government services. As of October 2025, about 43,000 state employees had access to Google’s AI assistant Gemini, with roughly one-third considered active users. The state maintains an AI use policy at ai.maryland.gov.

Boyce said the state has completed initial AI implementation and now aims to expand its use.

Marylanders may encounter AI through tools such as a chatbot on the SUN Bucks summer food assistance program website. Boyce expects many improvements to occur behind the scenes, such as faster application processing and quicker responses to inquiries through internal tools.

The role supports statewide efforts to integrate AI responsibly across government operations that serve residents in all Maryland counties, including Southern Maryland.
