The Calvert County Board of County Commissioners has approved a $420 million general fund operating budget for fiscal year 2027, which begins July 1, 2026. The budget reflects a commitment to maintaining service levels while supporting long-term priorities such as education, public safety and infrastructure.
Local income and property tax rates remain unchanged at 3.2 percent and 96.7 cents per $100 of assessed value. However, some residents may see increases in their property tax bills due to rising assessments by the Maryland State Department of Assessments and Taxation.
The budget includes $169 million in local funding for the Calvert County Board of Education, which exceeds the state’s Maintenance of Effort requirement by $9.2 million. This continued investment underscores the county’s focus on public education.
Six new school resource officer positions will place an officer in each public school, enhancing student and overall public safety. The commissioners have prioritized this expansion as part of broader efforts to strengthen community security.
A $10 million allocation supports road paving and transportation infrastructure improvements across the county. An additional $3 million is designated for snow removal operations to ensure timely winter response and resident safety.
Enterprise funds will continue to support essential services, with $12 million for water and sewer operations and $17 million for solid waste and recycling.
The six-year capital improvement plan totals $579 million, with education projects—including school construction, renovations and repairs—representing the largest share at $183 million.
The budget also provides a step increase and cost-of-living adjustment for county government employees, along with negotiated pay enhancements for the Calvert County Sheriff’s Office and Detention Center under the Fraternal Order of Police agreement.
Some fees will increase effective July 1, 2026, for departments including Planning & Zoning, Public Works Solid Waste & Recycling Division and Parks & Recreation. Residents can review the changes at www.calvertcountymd.gov/FY27OperatingFees.
The approved operating and capital budgets are available on the county’s Finance & Budget page.
The FY 2027 budget aligns with Calvert County’s vision of balancing economic growth with preservation of its rural character while investing in residents of all ages. By sustaining current services and adding targeted enhancements, the commissioners aim to support a high quality of life for the community.
Education remains a top priority, with increased local funding helping to address needs in classrooms and support staff. The addition of school resource officers reflects a proactive approach to safety in educational settings.
Infrastructure investments, particularly in roads and transportation, are expected to improve daily commutes and overall accessibility throughout the county. Snow removal funding ensures preparedness for winter weather events that can impact travel and safety.
The capital improvement plan provides a roadmap for long-term projects, with education facilities receiving significant attention. These investments are designed to meet current demands and anticipate future growth while maintaining fiscal responsibility.
Calvert County residents can expect continued focus on core services such as public safety, environmental management and recreational opportunities. The budget structure supports these areas through both operating funds and enterprise operations.
As the new fiscal year begins, the county will monitor implementation of the budget and make adjustments as needed to respond to emerging needs. The commissioners have emphasized transparency and community engagement in the budget process.
