LEONARDTOWN, Md. — The Commissioners of St. Mary’s County began their July 14, 2026, business meeting with an invocation and the Pledge of Allegiance, followed by approval of the consent agenda.
Among consent agenda items, the commissioners approved a one-year lease renewal with the Friends of the St. Mary’s County Library for space in the old Leonardtown Library building.
Proclamations were presented recognizing National Recreation and Park Month and Maryland Buy Local Week.
A public hearing was held on the Cable Franchise Agreement with Verizon Maryland LLC, allowing the company to utilize county right-of-ways for cable TV services. No public speakers addressed the hearing.
For main agenda items, the commissioners received a presentation from the Maryland Stadium Authority on a proposed sports complex for St. Mary’s County. The conceptual design featured indoor and outdoor facilities along St. Andrew’s Church Road, with an estimated cost of $320 million. Commissioners noted the project’s scale and current budget constraints.
A status update was provided on the St. Mary’s 2050 Comprehensive Plan. Commissioner Eric Colvin expressed surprise at recent Planning Commission votes on land use changes and advocated for a commissioner work session before the plan’s public hearing.
During County Administrator Time, the commissioners took the following actions:
- Reviewed future meeting agendas.
- Approved the FY2026 COPS Technology and Equipment Program Grant application for the Sheriff’s Office ($800,000).
- Approved the FY2027 GOCPP Gun Violence Reduction Grant for the Office of the State’s Attorney ($72,448 with county match).
- Approved the Snow Hill Farm lease revision.
- Approved a property tax credit incentive for MAXXPR, LLC at 21650 Great Mills Road in Lexington Park.
- Approved amendments to the membership of the St. Mary’s County Economic Development Commission.
- Accepted updates to the Fire and Rescue Loan Fund Policy.
- Approved the employment contract for new Chief Information Officer Glenn Mains.
The commissioners then held Commissioner Time, with Colvin discussing the recent bond sale, Planning Commission votes, upcoming community events including St. Mary’s Freedom Fest, Spirit of America Declaration reading, Hollywood Volunteer Fire Department Carnival, Summerstock Musical “Frozen,” and The Newtowne Players production of “SpongeBob the Musical.”
The meeting concluded with a closed session on real property and litigation strategy. The commissioners reconvened at 6:30 p.m. for public hearings on proposed text amendments for development standards and the Community Reinvestment and Repair Fund Ordinance.
The next Commissioners meeting is scheduled for Tuesday, July 21, 2026, at 9 a.m. in the Chesapeake Building. Meetings are open to the public and broadcast on SMCG TV Channel 95 and YouTube.
