
UM Charles Regional Medical Center has added a new nurse practitioner to its Women’s Health practice in White Plains, the latest hire in a multi-year push by the hospital to expand health care access across Charles County.
Jocelin Maxwell, a certified registered nurse practitioner, is now seeing patients at UM Charles Regional Medical Group – Women’s Health, 5010 Regency Place in White Plains. The practice, along with a sister office in La Plata, provides obstetric, gynecologic and well-woman care across the hospital’s Southern Maryland service area.
The office itself is relatively new. The practice relocated to White Plains from a former Waldorf location in November 2023, moving into larger space alongside the La Plata office to accommodate more patients.
Evalyne Bryant-Ward, vice president of ambulatory services at UM Charles Regional, welcomed Maxwell to the team, saying her years of nursing experience will benefit women in the community at every stage of life. Bryant-Ward oversees the medical group’s outpatient practices and has announced several similar hires over the past two years as part of a broader effort to add service lines and reduce barriers to care regionally.
Maxwell brings 20 years of nursing experience from the Washington, D.C. region. Her career began in an outpatient women’s health practice, she said, where she learned the value of building long-term relationships with patients and supporting them through every stage of life.
A Southern Maryland native, Maxwell trained close to home before going further afield. She earned an associate degree in nursing from the College of Southern Maryland in La Plata in 2006, a Bachelor of Science in Nursing from Stevenson University in 2012, and a Master of Science in Nursing from the University of Phoenix in 2016. In 2025, she completed a post-graduate certificate at Duke University’s School of Nursing, becoming a women’s health nurse practitioner. Duke launched the program in 2015 as the only women’s health nurse practitioner track in North Carolina; program faculty have cited national data showing women account for more than 70 percent of health care visits, pointing to steady demand for providers in the specialty.
Patient education, Maxwell said, is central to her approach — empowering patients with knowledge and confidence so they can make informed decisions about their own care.
The hire adds to a string of recent additions to UM Charles Regional’s Women’s Health team, including nurse practitioners brought on in late 2024 to expand obstetric and gynecological services in Charles County.
UM Charles Regional, a member of the University of Maryland Medical System, traces its roots to a 1926 tornado that killed and injured residents across Charles County, an event that spurred county leaders to establish a hospital. The facility now has capacity for roughly 42,000 patients annually. Its Women’s Health division works closely with the hospital’s Birthing Center in La Plata, which has been recognized by Newsweek as a top maternity hospital and is where obstetric patients from both women’s health offices ultimately deliver.
