The final puzzle piece of Parklands just snapped into place. On Monday night, Oct. 5, the Charles County Planning Commission approved a site development plan for 102 townhouses and six duplexes, the last section of the St. Charles neighborhood still waiting for approval.

County planner Tatchiana Anderson presented the plan, labeled SDP 260016, for Parklands Neighborhood Phase 12, Parcel R2. It covers about 64.45 acres at the corner of Rocky Mountain Lane and North Cascade Place in Wooded Glen, Anderson said. The commission voted by voice, with no opposition audible, to approve it as presented.

Where it fits

Parklands is the fourth neighborhood in the Village of Wooded Glen, part of the Villages of Wooded Glen and Piney Reach master plan for the St. Charles planned unit development (Docket 90). The land sits in the planned unit development zoning district, the development district and the priority funding area, Anderson said.

Staff found the site plan consistent with the neighborhood’s preliminary subdivision plan, PL REV 25-002, which the commission approved Dec. 1, 2025. The original preliminary plan, PSP 19-001, dates to Nov. 4, 2019. “Staff notes and congratulates the applicant that this is the last section of Parkland’s neighborhood requesting approval,” Anderson told the commission.

Steve Scott, speaking for the applicant, called the request “very straightforward.” He described the neighborhood as an age-restricted community within St. Charles and said the applicant agreed to the two conditions in the staff report, which is dated Oct. 5, 2026. The transcript does not describe what those conditions require.

The one question: the road

A commission member asked whether the plan includes a defined transportation plan for entering and leaving the site. Scott said the entrance will be a full-access intersection with acceleration and deceleration lanes on a state highway. He said the lanes are being built now and that the state has issued its permit and approval.

No one had signed up for public comment on the item, the board clerk said.

What Parklands looks like on the market

The Chronicle did not find the applicant named in the commission’s discussion. Home builder Lennar markets a Parklands “Active Adult 55+” community in White Plains, with villa-style homes listed from $385,990 and single-family collections. Its listing includes a clubhouse, pool, fitness center and pickleball and bocce courts. The county documents do not say whether the newly approved homes will be sold under those names or at those prices.

The bigger picture

The approval arrived at the same meeting where staff gave the commission its quarterly activity report. Planning staff said 23 site development plans were approved in the first three quarters of 2026, accounting for more than 300 residential units, mostly townhouses. The 108 units approved Monday came after that tally. Staff also said a large concept plan from one of the final St. Charles neighborhoods is expected to return soon as a preliminary subdivision plan.

The figures come as the county measures its housing gap. Charles County’s affordable housing pilot has 289 units with committed funding against a 1,250-unit shortage, none yet built. Parklands is age-restricted, not income-restricted, so it does not address that shortage directly.

What happens next

The approval covers the site plan. The transcript did not give a construction start or sales date, and the commission did not discuss prices.
