Charles County, MD – The Charles County Sheriff’s Office and the Charles County Detention Center (CCDC) have proudly named Sgt. Phil Norris as the recipient of the 2023 Correctional Officer of the Year award. Sheriff Troy D. Berry and CCDC Director Ryan Ross commended Sgt. Norris for his unwavering dedication and exceptional service throughout his 12-year career.

Sgt. Norris has distinguished himself through his role as a Crisis Intervention Team Instructor, where he has volunteered numerous hours to train both correctional and patrol officers in crisis intervention techniques. His expertise in verbal de-escalation has been instrumental in safely managing individuals experiencing manic episodes, often resolving potentially volatile situations without incident.

His colleagues and supervisors have noted his remarkable patience and strategic thinking in handling challenging scenarios. Whether persuading offenders to adhere to hygiene practices or developing multiple approaches for conflict resolution, Sgt. Norris’s commitment to maintaining a secure and humane environment within the detention center is evident.

In addition to his primary duties, Sgt. Norris actively participates in community service activities, volunteering at various events, memorials, and agency functions. His exceptional service as a member of the Honor Guard has been recognized with the Sheriff’s Award. This role often involves participating in solemn occasions, such as funeral processions for retired officers, where his professionalism and dedication are on full display.

As the CCDC Honor Guard Coordinator, Sgt. Norris is responsible for delegating tasks to team members during missions, ensuring that the highest standards of performance are maintained. His involvement in the Search Management Team further highlights his dedication, as he frequently devotes extensive hours to locating critical missing persons, even beyond his regular shift hours.

Sgt. Norris’s contributions extend to recruitment efforts as well. He has been instrumental in organizing recruitment events at local high schools and supporting neighboring jurisdictions with their promotional processes. His commitment to professional development is underscored by his completion of a rigorous three-week Leadership Training program, demonstrating his ongoing pursuit of excellence.

“Sgt. Norris exemplifies dedication and teamwork, consistently providing exceptional service. We are proud to recognize him as Correctional Officer of the Year,” said Sheriff Berry. “Sgt. Norris has made a significant impact at the Charles County Detention Center, benefiting both his coworkers and incarcerated individuals. His dedication is truly commendable,” added Director Ross.

In honor of his achievements, Sgt. Norris was presented with a certificate and an American flag that flew over the Detention Center throughout 2023. The flag was encased in a flag box crafted by his coworker, Sgt. Dudley, symbolizing the camaraderie and respect within the team.
