At the meeting on Tuesday, April 24, the Board of County Commissioners held a budget work session to review the Charles County Board of Education (CCBOE) request for the fiscal 2019 budget. In the CCBOE budget, a total increase of $4,751,400 is proposed, which would include funding for maintenance of effort and a step increase for all eligible employees. CCBOE is requesting an additional $7,562,800 above the county’s proposed budget to maintain competitive pay for teachers, enhance school security, support growing enrollment, replace aging school buses, and pay for increased health care and pension costs. The Circuit Court presented details about its funding request, which includes additional staff to support its work.
Staff reviewed information about specific requests from the General Fund for departments, county-supported agencies, and related programs. They also shared information about special revenues from federal and state grants, service charges, property taxes, county support, and fund balance. Debt service obligations related to capital investments and vehicle and equipment replacement of $2.8 million directly related to Charles County Sheriff’s Office and Volunteer Fire and Rescue services were also presented to Commissioners.
Open Session Briefings:
- Staff presented the draft school capacity allocations for 2018 during the annual joint meeting of the County Commissioners and the Board of Education. The meeting is held each year to review and determine the available school allocations by school attendance zone to eligible residential development projects on the school allocation waiting list. County staff review enrollment data against available capacity in each school and make an annual recommendation to Commissioners on the allocation. Per the prior request of Commissioner Vice President Bobby Rucci (District 4), not present at the meeting, the Commissioners postponed the vote on the 2018 allocations until the meeting on May 1.
- Commissioners received an update on the several of the county’s legislative priorities in the Maryland General Assembly, which recently concluded its annual 90-day session. Consultants utilized by the county to assist in achieving its state legislative priorities highlighted $13 million approved by the General Assembly for next year, which is designated to construct for expansion of the US Route 301/MD Route 5 interchange. The improvements are anticipated to relieve traffic congestion, strengthen area businesses, and improve the quality of life for our county residents and commuters in the region. They also reported on other legislation impacting the county including on-site sewage disposal systems, a related financial assistance program, and changes to the Alcoholic Beverages law for Charles County. Commissioners approved the Maryland Department of Transportation (MDOT) Priority Letter that summarizes Charles County’s transportation project priorities. The top priority is the funding for the project planning phase for light rail transit service that connects Branch Avenue Metro Station in Prince George’s County with Waldorf and White Plains in Charles County. This project would integrate transportation with land use policy by concentrating transit options where the greatest areas of growth are planned to occur. The letter also highlighted several other transportation priorities that are being planned for discussion at the annual tour meeting scheduled with the MDOT secretary and staff in the fall.
- Commissioners presented a proclamation recognizing Saturday, April 28 as National Prescription Drug Take Back Day. Residents are encouraged to dispose of unwanted or expired prescriptions and over-the-counter medications at the drop-off location between 10 a.m. to 2 p.m. at the Charles County Government parking lot, located at 200 Baltimore Street, La Plata. Six participating local pharmacies and Charles County Sheriff’s Office locations in Waldorf and La Plata are also accepting unwanted or expired prescriptions. - Commissioners recognized county employees who achieved milestones in years of service and acknowledged all new employees who recently began working for the county. They also honored staff who were selected as Employees of the Quarter.
