Recently Detective George Higgs was awarded the Meritorious Service Award by Sheriff Berry and his command staff in recognition of his work on the Carlos Bell case, which began in November 2016.

As a result of Detective Higgs’ tireless work, which included writing many search warrants, organizing a task force to interview potential victims and witnesses, and countless hours of reviewing and documenting, Bell was indicted on 219 charges ranging from second degree assault to second degree sex offense. The charges also included multiple counts of the production of child pornography. In March of 2018, Bell was sentenced in United States District Court to 105 years’ incarceration. The following month, he was sentenced in the Circuit Court of Charles County to 190 years’ incarceration.

Detective Higgs’ exhaustive commitment to this investigation ensured that the suspect will never again victimize another child for the rest of his life.
