ANNAPOLIS, MD—Governor Wes Moore, leading Maryland into what he terms “Maryland’s decade,” launched the Moore-Miller Administration’s State Plan, marking the state’s first strategic blueprint in nearly ten years. The announcement, made during an all-state employee town hall, delineates the administration’s data-driven approach to setting and achieving measurable goals aimed at enhancing the state’s safety, affordability, competitiveness, and service quality.
Governor Moore emphasized the plan’s grounded nature in the aspirations of Maryland’s citizens, stating, “Our State Plan is about more than big aspirational targets. We’ve laid out specific, actionable, realistic, and measurable goals and built our priorities by listening to the people of Maryland.” He further highlighted the plan’s role in operationalizing his vision for the state, aligning closely with the FY 2025 budget and legislative agenda for the upcoming 2024 Maryland General Assembly session.

The plan, developed through a collaborative effort spearheaded by the Governor’s Office of Performance Improvement, synthesizes data analysis, transition reports, and stakeholder feedback into a comprehensive framework. It outlines ten policy priorities ranging from ending child poverty and setting students up for success to creating safer communities and advancing Maryland’s status as a leader in clean energy.
Central to the strategy are objectives designed to support the ten priorities through dynamic and evolving tactics including program adjustments, workforce development, and innovative operational methods. The administration has committed to regularly update these objectives to respond to changing needs and opportunities.
A critical component of the plan is the establishment of key performance indicators (KPIs) to track progress across various domains. The Governor’s Office of Performance Improvement will enhance data transparency and utilization, with plans to commence public reporting on these indicators by early 2025. Governor Moore announced the forthcoming appointment of a Performance Cabinet tasked with the regular review and evaluation of the State Plan’s implementation and outcomes.

Governor Moore’s commitment to leadership and accountability was echoed by the Governor’s Chief Performance Officer Asma Mirza, who outlined the strategic importance of setting clear priorities, defining achievement metrics, and establishing an accountability framework.
