ANNAPOLIS, MD – Governor Wes Moore visited Charles County on Wednesday, where he toured the Indian Head Naval base, the new Oasis Fresh Food Market, and participated in a kayak tour of Mallows Bay. The visit is part of the Moore-Miller Administration’s ongoing effort to support local communities and drive economic growth across Maryland.
“I’m excited to be back in Charles County to meet with leaders at the local, state, and federal levels who are doing the work to deliver for the people of Maryland and build a more prosperous future for all,” Gov. Moore said. “Today’s visit demonstrates our administration’s commitment to driving economic growth in all corners of our state by moving in partnership.”





The day began with a tour of the Naval Support Facility at Indian Head, the oldest continuously operating naval ordnance base in the country. Governor Moore, alongside U.S. Congressman Steny Hoyer and other local leaders, explored the base’s Smart Arsenal and the Energetics Comprehensive Modernization Plan, which are key components of the facility’s mission. The base, a critical player in the defense industrial base, employs nearly 5,000 people and contributes more than $700 million annually to the local economy.
Capt. Steve Duba, commanding officer of the Naval Surface Warfare Center Indian Head Division (NSWC IHD), highlighted the base’s significant role in supporting national defense. “We’re enabling the defense industrial base. We’re an energetic hub of excellence, and we’re more dynamic than ever,” Duba said. “There’s nothing we can’t do in the world of energetics.”
Following the base tour, Governor Moore and Congressman Hoyer visited the Oasis Fresh Food Market, Indian Head’s first dedicated grocery store in more than two decades. The market, which received $5.5 million in federal, state, and local funding, will provide the community with fresh, affordable food options. It also includes plans for a community garden and gathering space by 2025.
The Governor emphasized the importance of the project to the local community. “Oasis Market is a vibrant example of what partnership between the state and local communities looks like: Fresh ideas and homegrown success,” Moore said.
The grocery store was funded in part by over $300,000 in strategic demolition funds from the Maryland Department of Housing and Community Development. This investment reflects the state’s efforts to bolster economic development in historically underserved areas. Indian Head Mayor Brandon Paulin and Charles County Commissioner President Reuben B. Collins were among the local officials present for the market visit.
The Governor’s final stop was a kayak tour of Mallows Bay, a National Marine Sanctuary along the Potomac River. The sanctuary, co-managed by the community, the Maryland Department of Natural Resources, and the National Oceanic and Atmospheric Administration (NOAA), covers 18 square miles and is home to one of the largest collections of sunken ships in the Western Hemisphere. Governor Moore, along with Commissioner Collins and county commissioners, explored the area’s historical significance and its potential for tourism.
“This sanctuary not only preserves our history but also opens doors to tourism and local engagement,” said Moore. “Our administration is committed to supporting initiatives that enhance both the economy and the environment.”
Throughout the day, Governor Moore was joined by key officials, including Maryland State Senator Arthur Ellis and Charles County Military Alliance Council Executive Director Pam Frank. The visit underscored the Governor’s focus on collaboration with local, state, and federal partners to ensure economic growth in all areas of the state.
Charles County is seen as a strategic region for Maryland’s broader economic development plans. By supporting projects like the Naval Support Facility and Oasis Fresh Food Market, the Moore administration aims to create jobs, attract investment, and improve the quality of life for local residents.
