LEONARDTOWN, MD– A joint investigation by the St. Mary’s County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) led to the arrests of two adults and one juvenile on Thursday, November 21, following the execution of search warrants at three separate residences. The operation also uncovered ammunition and seven firearms.
The suspects, identified as Bruce Bernard Franks, 32, of Dameron, and Keith O’Bryan Holland, 20, of Park Hall, along with an unnamed juvenile, were taken into custody without incident.


Details of the Charges
Franks faces a series of charges for firearms violations, including:
- Possession of a short-barreled rifle.
- Owning a regulated firearm after a violent crime conviction.
- Illegal possession of a rifle or shotgun after prior disqualifying offenses.
- Possessing ammunition while prohibited from owning firearms.
Holland, prohibited from firearm ownership due to his prior juvenile record, is charged with:
- Possessing a regulated firearm under the age of 21.
- Owning a firearm despite juvenile adjudications for disqualifying offenses.
- Illegal possession of ammunition.
The juvenile suspect, who is being charged as an adult, faces allegations of:
- Owning a regulated firearm while underage.
- Possessing ammunition designed exclusively for regulated firearms.
The identity of the juvenile remains protected under laws governing minors charged as adults.
Law Enforcement Comments on Operation
Sheriff Steve Hall praised the collaborative efforts of local and federal agencies. “The professionalism and dedication displayed by our deputies, along with our federal partners, underscores our commitment to keeping St. Mary’s County safe,” he said.

Next Steps for the Suspects
All three suspects were transported to the St. Mary’s County Detention and Rehabilitation Center, where they await bond hearings.
