Maryland Governor Wes Moore announced the launch of the Future of Procurement Apprenticeship pilot program, marking the nation’s first apprenticeship initiative dedicated to public procurement. Spearheaded by the Maryland Department of General Services, the program positions Maryland as a leader in workforce innovation and economic development.
The program, unveiled during National Apprenticeship Week, is designed to create pathways to public service careers by providing participants with the skills and credentials needed for procurement roles within state government.
“I took an unconventional path from school to the workforce. As governor, I want to make sure that all Marylanders can access work, wages, and wealth, no matter the shape or structure of their journey,” said Governor Moore. “Our administration is proud to make history once again with this pace-setting program that will grow opportunity for our entire state. Together, we are leaving no one behind.”
Participants in the program will pursue a structured curriculum that includes earning a procurement-related associate degree from a Maryland community college. They will also complete state procurement certification programs, such as the Certified Maryland Procurement Associate program and the Certified Maryland Procurement Officer program.
“This groundbreaking apprenticeship initiative establishes Maryland as the flagship for workforce development in public procurement,” said Maryland Department of General Services Secretary Atif Chaudhry. “In partnership, we’re building a legacy that empowers future generations of public service.”
The program’s ultimate goal is to grow a skilled workforce while fostering commitment to public service. By training professionals from the ground up, the initiative will instill foundational knowledge and best practices, preparing participants to meet the complex demands of procurement roles in Maryland.
Maryland Chief Procurement Officer Wallace Sermons II emphasized the collaborative effort that made the program possible. “We are grateful for the strong collaboration between the Maryland Department of Labor, the Maryland Department of Budget and Management, and our own team in developing comprehensive program standards and creating dedicated apprenticeship positions within the State’s executive branch,” Sermons said. “This partnership reflects the power of working together toward bold initiatives that not only enhance workforce development but also deliver lasting value to all Marylanders.”
The program is supported by a memorandum of understanding with the National Association of State Procurement Officials (NASPO), which praised Maryland’s leadership in advancing workforce initiatives. “Maryland’s leadership in championing innovative workforce development initiatives demonstrates a strong commitment to public service excellence,” said Daniel May, Director of Procurement Talent Development at NASPO. “This program reflects NASPO’s vision of elevating public procurement as a dynamic and impactful career path.”
Upon completing the apprenticeship, participants will qualify for Procurement Officer I positions across state government, contributing to a sustainable pipeline of skilled professionals tailored to Maryland’s procurement needs.
