LEONARDTOWN, MD – Authorities in St. Mary’s County rescued 36 dogs from unsanitary and unsafe living conditions during an animal cruelty investigation in Charlotte Hall on Wednesday, January 15, 2025. The joint operation, conducted by the Animal Services Division of the Department of Emergency Services and the St. Mary’s County Sheriff’s Office, also led to the arrest of two individuals.

Kelvin Lovern Shepherd, 51, and Dominique Tiasha Parrish, 35, both residents of the home, were charged with multiple counts of aggravated animal cruelty, animal cruelty, and performing unlawful medical procedures on dogs. Deputies executing the search warrant discovered illegal surgeries had been conducted on the animals.

In addition to the animal-related charges, Shepherd faces an additional charge of illegal firearm possession. A Ruger 9mm handgun and ammunition were found at the residence, despite his prior conviction for a disqualifying violent crime.

The rescued dogs were immediately transported to the St. Mary’s County Animal Adoption and Resource Center. Jen Utz, Director of the Department of Emergency Services, emphasized the county’s commitment to the animals’ recovery. “Our primary focus is ensuring these animals receive the care they need,” said Utz. “The health and safety of our community and its animals remain our top priority.”

Many of the dogs were underweight, malnourished, and showed signs of neglect, according to a statement from the Animal Services Division. Each animal is undergoing medical treatment, behavioral evaluations, and comprehensive care as they recover from their ordeal.

Authorities have stated that the investigation is ongoing and additional details cannot be disclosed at this time. Community members with information related to the case are encouraged to contact the St. Mary’s County Sheriff’s Office. The St. Mary’s County Animal Services and the Sheriff’s Office expressed gratitude for the public’s patience as the case unfolds.
