DUNKIRK, Md. — Calvert County Sheriff’s Office deputies apprehended two suspects, Emmanuel Adjapong Mellish, 21, of Silver Spring, and Ryan Eveard Moses Lowe, 20, of Bowie, on May 8, 2025, following a multi-day crime spree involving vehicle Theft and tampering in Owings and Dunkirk. The arrests culminated in a high-speed chase and a Precision Immobilization Technique (PIT) maneuver that halted a stolen 2016 white Dodge Journey.

The crime spree began on May 4, 2025, at 7 a.m., when deputies responded to the 9700 block of Wildfire Lane in Owings for a reported motor vehicle theft. A 2016 white Dodge Journey was stolen from a victim’s driveway, along with a wallet and credit cards from another vehicle at the residence. One hour later, at 8:04 a.m., deputies found a stolen 2011 Hyundai Sonata abandoned in the 9100 block of Paulyn Drive in Owings. On May 6, multiple reports of vehicle thefts and tampering emerged from the Cavalier Country subdivision in Dunkirk. A resident in the 1300 block of Squire Lane reported a suspect, dressed in black and wearing a camouflage hat, tampering with two vehicles at 2:42 a.m. The resident spotted the stolen Dodge Journey nearby, which fled at high speed when approached.

Detective W. McDowell of the Criminal Investigations Bureau led the investigation. On May 8, at 1:25 a.m., McDowell and patrol deputies, conducting proactive patrols, spotted the stolen Dodge Journey near Smithville Road and Fielder Court in Dunkirk. The vehicle accelerated away as deputies approached. At 1:26 a.m., it ran a red light at Ward Road and MD Route 4, speeding northbound. DFC Plant initiated a pursuit after the vehicle ignored commands to stop. Deputy Baxter deployed stop sticks near Route 4 and Brickhouse Road, disabling both front tires. Despite the damage, the vehicle continued until Deputy Angell executed a PIT maneuver near Route 4 and Chaney Road, stopping it in a driveway in the 12600 block of Southern Maryland Boulevard.

The suspects resisted for 20 minutes, ignoring deputies’ commands. At 1:56 a.m., following verbal orders and K9 warnings from DFC Rzepkowski with K9 Cruz and DFC Hendrickson with K9 Atlas, Mellish and Lowe surrendered. A search of Mellish’s backpack uncovered a cellphone and black gloves, while the stolen vehicle contained items linked to the recent thefts and tampering incidents.

Mellish and Lowe were charged with unlawful taking of a motor vehicle, eight counts of rogue and vagabond, possession of drug paraphernalia, theft valued between $1,500 and $25,000, two counts of theft between $100 and $1,500, and theft under $100. Mellish faced an additional charge of fleeing and eluding. Both were transported to the Calvert County Detention Center.

Sheriff Ricky Cox praised the teamwork of Detective McDowell, patrol deputies, and K9 units for their diligence in safely resolving the incidents. The Sheriff’s Office continues to investigate the string of thefts, focusing on recovering stolen property and preventing further crimes in the area.

The Calvert County Sheriff’s Office has not released additional details about prior incidents or the total value of stolen items recovered. The arrests mark a significant step in addressing the recent wave of vehicle-related crimes in the county, with deputies remaining vigilant to ensure community safety.
