LEONARDTOWN, Md., June 9, 2025 — Arthur Shepherd, a lifelong St. Mary’s County resident and former Director of Recreation and Parks, announced his candidacy for County Commissioner in District 2, encompassing Leonardtown and Hollywood. Running as a Republican, Shepherd brings 40 years of public service experience to the race, with a platform focused on responsible growth, fiscal conservatism, and community partnerships. The primary election is set for June 30, 2026.

Shepherd, known as “Shep,” retired in 2022 after leading the St. Mary’s County Department of Recreation and Parks to national acclaim. Under his leadership, the department earned accreditation from the Commission for Accreditation of Park and Recreation Agencies, a distinction placing it among the nation’s elite. He championed inclusivity, ensuring all county parks and facilities featured universal access for users of all abilities. His tenure saw transformative projects and events that enriched community life for residents of all ages.

In a statement, Shepherd outlined his priorities: “A major goal of mine is to increase partnerships that will benefit small businesses; and to promote the work of non-profit entities in shaping The County’s future. I will also value the tax payer’s dollars which will provide incentive for everyone to thrive. Finally, managing growth while honoring our heritage will be at the top of my priorities list.” He plans to release detailed policies on June 30, 2025, via his campaign website, ArthurShepherd.com.

Shepherd’s campaign, announced on his Facebook page, emphasizes his readiness to lead. “As a Republican, I strongly believe that I am now ready to serve our County in a new way – as a dynamic leader focusing on responsible growth, strategic planning, and a conservative fiscal approach,” he wrote. He highlighted his experience developing budgets, engaging citizens, and collaborating with the Board of Commissioners. His platform will address smart growth, public safety, fiscal responsibility, education, workforce development, parks, and community wellness.

During his 40-year career, Shepherd witnessed significant growth in St. Mary’s County, gaining leadership skills through public recreation initiatives. His work required integrity, sound judgment, and close coordination with county officials. He invites residents to share input at voteshep@gmail.com and join his campaign, pledging to prioritize public engagement and trust.

Shepherd’s retirement in 2022 marked the end of a distinguished career. Starting as a summer camp counselor, he rose to director, overseeing parks, programs, and facilities that earned national recognition. His efforts left a lasting impact, with improved infrastructure and inclusive spaces countywide. Now, he aims to apply that expertise to broader county governance.

St. Mary’s County, located in Southern Maryland, balances rural heritage with growing development. District 2, including Leonardtown and Hollywood, faces challenges like infrastructure demands and economic expansion. Shepherd’s focus on avoiding tax increases while funding general, capital, and enterprise budgets reflects his commitment to fiscal discipline. His emphasis on education and workforce development signals a forward-looking approach to preparing residents for emerging opportunities.

The commissioner race comes as St. Mary’s navigates growth pressures. Shepherd’s platform, rooted in strategic planning and community wellness, aims to preserve the county’s character while fostering progress. His experience with citizen input equips him to address diverse perspectives, a critical skill for a commissioner role requiring consensus-building.

Shepherd’s campaign website, launching June 30, 2025, will provide in-depth policy details. Until then, he encourages residents to follow his Facebook page for updates. With the primary election a year away, Shepherd’s candidacy positions him as a seasoned contender in a district pivotal to the county’s future.
