LA PLATA, Md. — The Charles County Democratic Central Committee will hold a special public hearing Saturday, January 3, 2026, to select a nominee to fill the vacant Maryland House of Delegates seat in District 27A, which covers most of Charles County.
The vacancy occurred following the recent resignation of Delegate Kevin Harris, a Democrat who represented the district since his appointment in 2023.
The hearing is scheduled for 10 a.m. at the committee’s headquarters at 3261 Old Washington Road, Suite 2031, in Waldorf. The selected nominee will be forwarded to Governor Wes Moore, who under the Maryland Constitution must appoint a member of the same party within 15 days of receiving the recommendation.
Interested candidates must submit application packets in PDF format no later than 11:59 p.m. Thursday, December 25, 2025, to ccdccweb@gmail.com or by mail to CCDCC, P.O. Box 2710, La Plata, MD 20646. Packets postmarked or received after the deadline will not be accepted.
Required documents include:
- Letter of intent
- Brief biography and resume (including full name, address, date of birth, etc.)
- Copy of current Maryland voter registration card showing District 27A
- Proof of residency in the district (such as a recent utility bill)
Candidates must be registered Democrats living in Legislative District 27A and meet all constitutional requirements for the office: U.S. citizenship, at least one year of Maryland residency, six months residency in the district immediately preceding the appointment, and age 21 or older.
At the January 3 hearing, candidates will be called in alphabetical order and given two minutes to speak. Up to two additional supporters may speak on a candidate’s behalf for two minutes each. No transfer of speaking time is permitted.
The process follows Article III, Sections 9 and 13 of the Maryland Constitution, which govern filling legislative vacancies between general elections.
District 27A includes Waldorf, St. Charles, Bryans Road, Accokeek, and portions of White Plains and Indian Head.
