The St. Mary’s County Health Department has named Pastor James Bell of God’s House of Refuge the 2026 recipient of the Public Health Champion Award.

The award recognizes outstanding community members and organizations for their partnership, compassionate leadership and commitment to improving the safety and well-being of St. Mary’s County residents. Pastor Bell was honored for his active role on the county’s Group Violence Intervention Team and his ongoing support for families impacted by violence.

The Group Violence Intervention Team was established in 2023 by the St. Mary’s County Health Department and the St. Mary’s County Sheriff’s Office. The collaborative effort aims to reduce gun violence and strengthen community safety through direct outreach, support services and relationship-building. Pastor Bell has become a cornerstone of the team by providing spiritual guidance, emotional support and a listening ear to families of GVI clients.

“Anyone who knows Pastor Bell understands his unwavering willingness to help,” said Michelle Pottinger, SMCHD’s Violence, Injury, and Trauma Unit Director. “He plays many roles in the community, including supporting the local Boys and Girls Club of St. Mary’s County and leading a men’s group at his church. His dedication to service and passion for the community are reflected in the core values of SMCHD.”

Dr. Meena Brewster, St. Mary’s County Health Officer, emphasized the importance of strong community partnerships.

“Community partners like Pastor Bell are so important for strengthening our relationships between families, neighborhoods, and local organizations,” Brewster said. “We look forward to continue working with him as he supports the St. Mary’s County community in making healthier and safer decisions.”

Pastor Bell’s recognition highlights the critical role faith-based leaders play in addressing public health challenges in Southern Maryland. St. Mary’s County, like its neighbors in Calvert and Charles counties, has worked to reduce gun violence through coordinated efforts involving law enforcement, health services and community organizations. God’s House of Refuge has become a trusted resource for families seeking support during difficult times.

The Public Health Champion Award is presented annually to individuals or groups whose work makes a measurable difference in the health and safety of county residents. This year’s honoree will be formally recognized at an upcoming SMCHD event.
