LA PLATA — Charles County detectives arrested Annaya Lisette Hines a second time in less than a week after uncovering additional fraud and identity theft offenses tied to an apartment lease obtained with a stolen identity.

Detectives from the Criminal Investigations Division took Hines, 26, of Waldorf, into custody on May 20 shortly after she was released from the Charles County Detention Center on electronic monitoring. She is now being held without bond.

Hines was initially arrested May 14 on an active warrant. While in custody, detectives served her with a criminal summons in a separate investigation involving stolen banking information, theft and fraud. The court approved her release on electronic monitoring earlier May 20, and she listed a Waldorf apartment as her residence.

Shortly after her release, detectives determined Hines had leased the apartment using the stolen identity of an elderly woman who did not know her. Investigators learned the woman was the same victim from whom Hines allegedly stole more than $10,000 in a fraud case in another jurisdiction two years earlier. Although Hines had been placed on probation in that case, she continued using the victim’s personal information, according to detectives.

The apartment rent had not been paid for more than two months, resulting in an approximate $7,000 loss to the property owner. Detectives responded to the apartment listed on Hines’ release paperwork and arrested her at the scene. She was transported back to the Charles County Detention Center.

She faces additional counts of fraud, identity theft and theft-related offenses. Detectives continue to investigate her possible connection to other fraud cases.

The May 20 arrest stems from a separate but related probe. In that earlier case, detectives determined Hines fraudulently obtained banking information and used it to make unauthorized electronic payments between September 2025 and January 2026.

Identity theft and fraud cases like this one highlight risks to elderly victims and local property owners in Charles County. The Charles County Sheriff’s Office investigates such crimes through its Criminal Investigations Division and encourages public awareness to prevent similar offenses.
