
A 20-year-old man wanted in the fatal shooting of a Waldorf resident is now in custody after being arrested by federal officers in Washington, D.C.
Roland Andre Carter, Jr., of no fixed address, faces charges of first-degree murder, second-degree murder and related offenses in the death of 19-year-old Ky-Mari Bowman. Prince George’s County Police Department Homicide Unit detectives identified Carter as the suspect through investigative work and secured an arrest warrant. United States Park Police officers took him into custody Wednesday during an unrelated stop in the District.
Carter remains held in Washington, D.C., pending extradition to Prince George’s County. The case is active, and investigators continue working to locate and arrest a second suspect.
The shooting occurred February 4, 2026, around 3:20 p.m. in the 500 block of Abel Avenue in Capitol Heights. Officers found Bowman outside suffering from gunshot wound(s). He was taken to a hospital, where he died a short time later. Detectives have said the shooting was not random and stemmed from a dispute between people known to each other.
This marks a key development in an investigation that began more than three months ago. When the shooting was first reported, Prince George’s County detectives indicated it was targeted. The arrest provides an update for Bowman’s family and the Waldorf community in Charles County, where the 19-year-old lived.
