LA PLATA — The Charles County Planning Commission voted unanimously on June 1 to recommend rejecting a proposed zoning amendment that would establish rules for data center development.

The decision followed a nearly four-hour public hearing on Zoning Text Amendment 25-187. The proposal will now go to the Board of County Commissioners for a final vote.

Dozens of advocates gathered outside the government building in La Plata before the hearing to urge rejection of the amendment. More than 50 community members spoke during the session, raising concerns about energy prices, noise pollution, water usage and environmental impacts.

Dr. Sacoby Wilson, executive director of the Center for Engagement, Environmental Justice and Health, warned against creating “digital sacrifice zones” in communities already affected by industrial hazards. Lauren Gygax of the CCAN Action Fund highlighted the proposed TeraWulf project at the Morgantown power plant site, stating it would convert a decommissioned coal plant into a gas facility emitting 3 million tons of climate-warming pollution annually.

Dr. Janette Wysocki of the Calvert County Environmental Commission said data centers do not belong in Southern Maryland’s ecosystem. Tina Wilson of the Port Tobacco River Conservancy called for transparency and independent protections rather than a rushed process.

Vice Chair Jeffrey Bossar made the motion to recommend rejection, citing the need for further review on size limitations, decommissioning, environmental analysis and community benefit agreements. This marks the second time the Planning Commission has recommended denial of the amendment.

Charles County officials have faced increasing pressure over data center proposals amid regional growth in the sector. The Morgantown site in particular has drawn attention due to its location and planned conversion from oil- and coal-fired operations.

The Board of County Commissioners will consider the recommendation in an upcoming vote.
