NORTH BEACH — The Town Council adopted the Fiscal Year 2027 Operating and Capital Budget on June 8, 2026, following a public hearing and community comment period. The plan supports core operations, infrastructure improvements, and fiscal stability while aiming to limit the tax burden on residents.

The General Fund budget totals approximately $4.73 million and funds public safety, transportation and infrastructure, waterfront operations, and administration. The Water Fund is budgeted at about $613,571 and the Sewer Fund at roughly $1.21 million. Both utility funds remain self-sustaining through user fees, with no rate increases adopted for the coming year.

The Capital Improvement Plan continues long-term investments in infrastructure, facilities, equipment, and public amenities. New projects were added for FY 2027, and town staff are pursuing grant funding to help offset costs.

The Council previously set the FY 2027 Constant Yield Tax Rate at $0.4859 per $100 of assessed value. This approach is designed to prevent automatic increases in property tax collections as assessments rise, helping stabilize taxes for residents. The budget also reflects an increased county tax differential, projected to provide about $88,000 in savings to town residents by accounting for municipal services already provided locally.

Progress continues on reducing long-term debt. One existing bond is scheduled to be paid off in January 2027, with two additional debts set for payoff in 2028.

The adopted budget supports strategic priorities including continued infrastructure investment, improved operational efficiencies, and enhanced public awareness along with community spaces.

Mayor Michael “Mike” Benton said the plan balances community investment with fiscal responsibility. “From infrastructure improvements to maintaining stable tax rates and essential services, this budget positions North Beach for long-term sustainability and success,” he said. He thanked the Town Council, staff, and residents for their participation in the process.
