HFStival began as the WHFS Fourth of July Festival in 1990, an all-day concert followed by a fireworks display at Lake Fairfax Park in Reston, Virginia. It was held there in 1990 and 1991 before moving to Upper Marlboro, Maryland, in 1992. The following year, the festival relocated to Robert F. Kennedy Memorial Stadium in Washington, D.C., where it remained until 2004.
The festival, organized by radio station WHFS, was one of the largest music events on the East Coast at its peak, attracting between 55,000 and 90,000 attendees annually.
