In a significant step toward enhancing local governance, the Commissioners of St. Mary’s County (CSMC) gathered for their final August meeting to address a series of impactful community issues and forward several substantial legislative and funding measures. The session highlighted the commissioners’ commitment to transparency, public service, and community improvement.

Proclamations and Public Hearing Initiatives

The meeting commenced with traditional formalities, including an invocation and the pledge of allegiance, followed by the approval of the Consent Agenda. A notable moment was the presentation of a proclamation for Women’s Equality Day, underscoring the county’s dedication to commemorating important civic milestones.

The primary legislative item on the agenda was a motion to approve a Public Hearing set for September 24, regarding proposed amendments to the St. Mary’s County Ethics Ordinance. These amendments would mandate that candidates for public office submit financial disclosures at least 30 days prior to the filing deadline, directly to the Ethics Commission, aiming to enhance transparency in local elections.

Funding Approvals and Program Supports

During the County Administrator’s segment, the commissioners approved a variety of grants and programs essential for community development and support. Key approvals included:

  • A $549,851 federal and $333,839 county fund cooperative agreement for the Child Support Grant assisting the Sheriff’s Office.
  • Funding for both the Adult Recovery Court and Family Recovery Court, with grants totaling over $547,000, supporting long-standing rehabilitation initiatives since 2009 and 2015 respectively.
  • The Family Services Court was awarded $220,713.77 to continue its operations, alongside a $112,429 grant for the Gun Violence Reduction initiative spearheaded by the State’s Attorney’s Office.

Infrastructure and Community Services

Significant infrastructure projects were also addressed, with the commissioners authorizing the execution of a $9.19 million contract for the FDR Boulevard Phase 3B construction to the Great Mills Trading Post Company, Inc. This decision marks a pivotal step in ongoing local development projects.

Administrative and Personnel Changes

The meeting also included administrative adjustments, such as the reclassification of a Department of Recreation and Parks position, which reflects the ongoing restructuring within county departments to better serve community needs. The county paid tribute to Arthur Shepherd upon his second retirement, recognizing his extensive contributions to the Recreation and Parks Department over his career.

Public Engagement and Future Meetings

Commissioner Time provided an opportunity to highlight community programs, including the RSVP Recognition Program and recent developments at the Snow Hill Park Playground. Furthermore, the public was encouraged to support the local animal adoption center.

As the commissioners adjourned to a Closed Session to discuss personnel matters, they set the stage for continued robust engagement with community issues.
