WHITE PLAINS, Md., —The Maryland Office of the Attorney General’s Independent Investigations Division (IID) has identified the decedent and the Charles County Sheriff’s Office deputies involved in a fatal police-involved shooting on December 20, 2024, in White Plains, Maryland.

The decedent has been identified as 30-year-old Jordan Proctor of White Plains. The deputies involved are Sergeant Charles McCue, a 28-year veteran; Corporal Brian Rash, a 10-year veteran with nine additional years of prior service; and Private First Class Emily Stalnaker, who has served for four years. All are members of the CCSO Patrol Division.

Incident Overview

The events unfolded around 3 p.m. on December 20 when officers responded to a 9-1-1 call from a man who reported being kidnapped and sexually assaulted. The call originated from a residence in the 7300 block of Tottenham Drive, a location previously known to law enforcement.

When officers arrived, they observed an individual inside the house wearing a mask. Despite repeated verbal commands to surrender, the individual exited into an open garage, refused to comply, and threatened the officers, claiming to be armed. The subject then assumed what officers described as a “shooting stance.”

Three deputies discharged their firearms, incapacitating the man. Officers rendered first aid until emergency medical services arrived and transported him to a hospital, where he was later pronounced dead.

A search of the residence revealed no additional individuals, and preliminary findings indicate that the 9-1-1 call was made using the deceased man’s phone.

Investigation Underway

The Maryland Office of the Attorney General’s IID has taken over the investigation, as required by state law in cases of officer-involved fatalities. Body-worn cameras from the officers involved captured the encounter, and this footage will play a central role in the investigation.

The Charles County Sheriff’s Office Office of Professional Responsibility is conducting a parallel administrative review. All involved officers have been placed on administrative leave, as per standard policy.
