OXFORD, MD – After six months without a town manager, Oxford has named Holly Kamm Wahl, MBA, as its new leader. Currently serving as Chesapeake Beach’s Town Administrator, Wahl will officially step into the role on January 6, 2025. Her appointment marks the culmination of a challenging search process and brings a new chapter of experienced leadership to the town.
A Season of Change and Optimism
During the Commissioners of Oxford meeting, Commissioner Katrina Greer announced Wahl’s hiring to a round of applause from residents. Commissioner President Norm Bell praised Wahl’s qualifications and expressed relief at resolving the vacancy.
“It’s been a learning experience, but I think we ended up with a really great choice,” Bell said. Residents in attendance echoed the commissioners’ enthusiasm, with one calling Wahl’s hiring the “best Christmas present.”
Extensive Experience in Public Administration
Wahl has served as Chesapeake Beach’s Town Administrator since 2017, overseeing day-to-day operations and key governmental functions. During her tenure, she led transformative financial improvements, including:
- Reducing taxes by more than 17% while expanding services.
- Eliminating $9.44 million in liabilities.
- Increasing the town’s net position by over $21 million.
- Improving the fund balance by more than $15 million.
Her success stems from strategic fiscal management, grant acquisitions, and process optimization. She is credited with aligning staff to mission-critical tasks and implementing technology to eliminate inefficiencies.
A Rich Leadership Background
Before her tenure in Chesapeake Beach, Wahl held prominent leadership roles across various sectors, including:
- Director of Operations for an affordable housing general contractor.
- Director of Operations for a 24/7 homeless shelter and resource center in Annapolis.
- Chief Operating Officer for a government contractor managing access control services in Washington, DC, and Northern Virginia.
These experiences equipped her with a deep understanding of organizational management, resource optimization, and community service delivery.
Commitment to Excellence in Governance
Wahl’s academic credentials further bolster her expertise. She holds:
- A Bachelor of Science in Business Administration from Johns Hopkins University.
- An MBA from the University of Maryland.
- An Executive Certificate in Public Administration & Public Policy from the Harvard Kennedy School.
- A graduate certificate from the Academy of Excellence in Local Governance at the University of Maryland.
She is completing her Doctorate in Public Administration & Public Policy at George Washington University, where she was inducted into the Pi Alpha Alpha Global Honor Society for Public Affairs and Administration in 2024.
Wahl also maintains professional affiliations, including membership in the International City Managers Association (ICMA).

The commissioners emphasized Wahl’s ability to manage large-scale projects and secure grant funding. Her past collaboration with the Army Corps of Engineers on the $3 million federal dredging of Fishing Creek Channel highlights her capacity to deliver impactful results.
“We’re confident she’ll bring cost savings and improved management to Oxford,” Greer said. “Her experience and vision align perfectly with the town’s goals.”
Resolving a Difficult Hiring Process
Wahl’s hiring concludes a prolonged and occasionally contentious search. Earlier this year, Michael Calvert was briefly hired for the role but parted ways with the town within days. Following this setback, the commissioners enlisted a professional search firm to ensure a thorough and effective hiring process.
Bell acknowledged the challenges but noted the importance of learning from the experience. “The road wasn’t easy, but it led us to the right person,” he said.
