ANNAPOLIS, MD — Anne Arundel County Public Schools Superintendent Dr. Mark Bedell announced an immediate hiring freeze for central and satellite offices on January 6, 2026, describing the measure as a proactive step to manage budget pressures ahead of the Fiscal Year 2027 planning process.
The freeze applies only to central and satellite office positions and will remain in place until further notice. It does not affect hiring for school-based vacancies or positions where the hiring process was already underway before the announcement.
Dr. Bedell stated, “While our school district currently maintains the second-lowest ratio of non-instructional positions to students in the State of Maryland, we must first look at Central and Satellite Office operations for cost containment before considering any reductions at the school level. This approach reflects our commitment to minimizing impacts on classrooms and maintaining strong instructional support for students.”
The decision follows Dr. Bedell’s presentation of his Fiscal Year 2027 operating budget recommendation to the Board of Education on December 17, 2025. In that presentation, he emphasized prioritizing employee compensation and benefits, with more than 49 percent of the requested budget increase allocated to those areas.
The hiring freeze occurs amid a statewide budget shortfall impacting Fiscal Year 2027 projections. Anne Arundel County Public Schools anticipates receiving significantly less state aid growth in the upcoming fiscal year compared to the current one.
Dr. Bedell added, “I recognize that this action requires flexibility, careful planning, and shared responsibility across Central and Satellite Office departments. I am confident that we can navigate these challenges thoughtfully while continuing the progress we are making as a school system.”
The superintendent retains authority to approve limited exceptions to the freeze when necessary to ensure continuity of essential school district operations.
This cost-containment measure focuses administrative resources on classroom priorities during a period of fiscal uncertainty. Anne Arundel County Public Schools serves communities across the county, including areas in Southern Maryland adjacent to Calvert County, though the announcement addresses systemwide central operations rather than school-specific impacts. The freeze aligns with efforts to protect instructional staff and direct student support while addressing potential reductions in non-school funding sources.
