Waldorf, Md. — A 63-year-old Waldorf man faces charges of indecent exposure, peeping tom and second-degree assault after patrol officers caught him allegedly performing a lewd act outside a child’s bedroom window in a Charles County neighborhood.
On March 30 at 9:54 p.m., Charles County Sheriff’s Office patrol officers responded to the 4000 block of Night Heron Court in Waldorf for a report of a person peering into a window. A preliminary investigation showed the homeowner saw a flashlight outside his children’s bedroom window. He went outside to investigate and observed a male kneeling by the window with his pants down while performing a lewd act.
The homeowner yelled at the suspect, who spat on the homeowner and then fled the scene. Responding officers located the suspect nearby and positively identified him as Phillip Keyes, 63, of Waldorf. Keyes was arrested on the scene and charged with indecent exposure, peeping tom and second-degree assault.
On March 31, a court ordered Keyes held without bond at the Charles County Detention Center.
Anyone with additional information about this case is asked to contact PFC Wheeler at 301-609-3282 ext. 0753.
The quick response by patrol officers prevented further escalation and led to an immediate arrest in a residential area where families live. Charles County authorities continue to investigate whether similar incidents have occurred in the neighborhood. Residents in the Night Heron Court area and surrounding communities are encouraged to remain vigilant, secure windows and report any suspicious activity promptly to help maintain neighborhood safety.
This incident highlights ongoing concerns about personal safety in Southern Maryland suburbs, where quick action by both citizens and law enforcement can resolve threats before they worsen. Officials remind the public that charges are accusations and all defendants are presumed innocent until proven guilty in a court of law.
