CHESAPEAKE BEACH, MD — In a significant move towards ensuring electoral integrity, the Chesapeake Beach Town Council approved new campaign finance regulations on July 18, 2024. The ordinance, known as O-24-12, introduces rigorous standards for campaign contributions, aiming to curb the influence of excessive financial resources in local elections.

Randy Getman, Chairman of the Board of Elections, emphasized the importance of the ordinance before the council vote, questioning the fairness of money-driven elections. He advocated for a level playing field, where all town residents have the opportunity to run for office, regardless of financial backing.

The newly passed ordinance mandates that campaign contributions are capped at $500 per individual. Additionally, only registered voters of Chesapeake Beach can contribute to campaigns. Candidates must report any donations within five days of receipt, adhering strictly to the transparency measures laid out in the ordinance. Those who opt not to accept any contributions are exempt from filing these reports.

The regulations also ensure public accessibility to campaign finance records, which will be available on the town’s website, reinforcing the council’s commitment to transparency.

Mayor Mahoney lauded the council’s decision, highlighting that the policy not only fosters transparency but also supports electoral independence. This move is expected to mitigate potential conflicts of interest arising when candidates are unduly influenced by major contributors.

The push for campaign finance reform is not new to Chesapeake Beach, having been proposed multiple times in the past. Previous attempts, drafted by former Board of Elections members Malcom Funn and Ron Draper, failed to gain consensus. The current ordinance builds on these earlier efforts but focuses more on transparency and reducing the burden on candidates who finance their own campaigns.

This ordinance marks a pivotal step in Chesapeake Beach’s efforts to ensure that local elections remain a fair contest where every resident has a genuine opportunity to participate in governance.
