La Plata, Md., April 24, 2025 — U.S. Immigration and Customs Enforcement (ICE) arrested 23-year-old Guatemalan national Keycy Robinson Alexis Barrera-Rosa on April 5 in La Plata, Maryland, in connection with the murder of his girlfriend, 23-year-old Lesbia Mileth Ramirez-Guerra. Barrera-Rosa faces first-degree murder charges following the discovery of Ramirez-Guerra’s body in a wooded area near Cedarville State Forest in Prince George’s County on April 17. His uncle, 37-year-old Rolvin Eduardo Barrera-Barrera, has been charged with accessory after the fact of murder.
Ramirez-Guerra, a mother of two and also a Guatemalan national, was reported missing by Barrera-Rosa on March 31 after disappearing from their Waldorf home. The Charles County Sheriff’s Office (CCSO) noted suspicious activity at the residence on March 30, including fraudulent federal documents linked to Barrera-Rosa. ICE took him into custody on April 5 when he appeared at the CCSO to report her missing, and he was charged with murder on April 18 after detectives found Ramirez-Guerra’s body buried in a shallow grave.
“The arrest of these two individuals marks a significant step towards justice,” said ICE Baltimore acting Field Office Director Vernon Liggins. “This heinous crime not only devastated a community but also reinforced the urgent need to prioritize public safety by identifying, arresting, and removing egregious illegal aliens who threaten our neighborhoods.”
Barrera-Rosa and Barrera-Barrera were both apprehended by U.S. Border Patrol on April 10, 2019, near El Paso, Texas, and issued notices to appear before a Department of Justice immigration judge. Barrera-Rosa is currently held at the Farmville Detention Center in Virginia, awaiting extradition to Charles County. Barrera-Barrera, arrested by CCSO on April 18, faces accessory charges and is detained without bond at the Charles County Detention Center, where ICE has placed an immigration detainer.
Detectives from CCSO and Prince George’s County Police Department collaborated to locate Ramirez-Guerra’s remains, following leads and digital evidence. The investigation revealed that Barrera-Barrera allegedly assisted in burying the body after Barrera-Rosa admitted to strangling Ramirez-Guerra. A bail bond review for Barrera-Rosa was scheduled for April 23, 2025, in Charles County District Court, with a preliminary hearing set for May 20, 2025.
Charles County Sheriff Troy D. Berry expressed condolences, stating, “While this was not the ending that we all hoped for, I am grateful to all those who worked so hard to find Ms. Guerra.” The case has drawn attention amid other high-profile incidents involving undocumented immigrants in Maryland, including the deportation of an alleged MS-13 member and a Salvadoran national’s conviction for murder.
ICE encourages the public to report crimes or suspicious activity by calling 866-347-2423 or using the online tip form. The agency emphasized its commitment to working with local law enforcement to enhance community safety and uphold immigration laws.
